Ho Chi Minh City Department of Education and Training's Guidance on Educational Quality Assessment for the 2024 - 2025 Academic Year
On August 30, 2024, the Ho Chi Minh City Department of Education and Training issued Official Dispatch 5398/SGDDT-KTKD in 2024 providing guidance on the implementation of educational quality accreditation for the school year 2024 - 2025.
In this document, the Ho Chi Minh City Department of Education and Training guides as follows:
*Self-assessment work
- Primary schools, lower secondary schools, upper secondary schools, and schools with multiple educational levels conduct annual self-assessment work as prescribed in the following documents:
+ Circular 17/2018/TT-BGDDT, Circular 18/2018/TT-BGDDT, and Circular 19/2018/TT-BGDDT
+ Official Dispatch 5932/BGDDT-QLCL in 2018 and Official Dispatch 5942/BGDDT-QLCL in 2018.
- Vocational Education and Continuing Education Centers, Continuing Education Centers conduct annual self-assessment work according to Official Dispatch 5647/BGDDT-QLCL in 2022.
*External assessment work
- All educational institutions that qualify for external assessment or have been recognized for educational quality accreditation but the 5-year validity period has expired, register for external assessment in the school year 2024-2025 to be recognized for educational quality accreditation.
- Preschools, primary schools, and lower secondary schools submit registration dossiers for external assessment to the Department of Education and Training for content review and compilation for submission to the Department of Education and Training.
- Upper secondary schools, schools with multiple educational levels, preschools under the Department of Education and Training, Vocational Education and Continuing Education Centers, Continuing Education Centers, and the Departments of Education and Training register for external assessment in the school year 2024-2025, submit from the 1st to the 5th of each month.
*Implementing quality improvement plans
- At the beginning of the school year, educational institutions base on the self-assessment report results of the previous school year to build and implement quality improvement plans.
The quality improvement plan must clearly show the strengths to be promoted and weaknesses to be overcome in each criterion. The plan must be specific and feasible, avoiding generalities (should include specific solutions, implementation timelines, completion deadlines, implementing personnel, necessary funding, and monitoring measures,...).
At the end of the school year, educational institutions report on the implementation of the quality improvement plan and submit it to the direct management agency.
*Reporting and publicizing educational quality accreditation work
- The Departments of Education and Training in districts, urban districts, and Thu Duc City report by April 29, 2025.
- Upper secondary schools, schools with multiple educational levels, preschools under the Department of Education and Training, Vocational Education and Continuing Education Centers, Continuing Education Centers report by April 15, 2025.
- Educational institutions publicize information on the results of assessment and educational quality accreditation on the educational institution's electronic information portal.

What are purposes of educational quality accreditation for primary schools in Vietnam?
According to Article 3 of the Regulations on educational quality accreditation and national standard recognition for primary schools issued with Circular 17/2018/TT-BGDDT, the purposes of educational quality accreditation and national standard recognition for primary schools are as follows:
Purpose of educational quality accreditation and national standard recognition for primary schools
- Educational quality accreditation aims to determine whether primary schools meet educational objectives in each stage; develop and implement quality improvement plans, maintain and enhance the quality of school activities; publicly announce the actual quality status of primary schools to state management agencies and society; for state management agencies to assess and recognize or not recognize the school as meeting educational quality accreditation standards.
- National standard recognition for primary schools aims to encourage investment and mobilize resources for education, contribute to creating conditions to ensure that primary schools continuously improve their quality and educational effectiveness.
Therefore, the purpose of educational quality accreditation for primary schools is to determine if primary schools meet educational objectives in each stage,
Then develop and implement quality improvement plans, maintain and enhance the quality of school activities; publicly announce the actual quality status of primary schools to state management agencies and society;
Additionally, educational quality accreditation for primary schools helps state management agencies assess and recognize or not recognize the school as meeting educational quality accreditation standards.
What are steps for educational quality accreditation process and national standard recognition for primary schools in Vietnam?
According to Article 4 of the Regulations issued with Circular 17/2018/TT-BGDDT, the educational quality accreditation process and national standard recognition for primary schools are carried out in 3 steps as follows:
