What is the duration of the roadmap for improving the training standards of lower secondary school teachers in Vietnam?

Pursuant to Article 6 of Decree 71/2020/ND-CP stipulating the roadmap for the implementation of upgrading the standard training level of lower secondary school teachers as follows:

Roadmap for the implementation of upgrading the standard training level of lower secondary school teachers

1. The implementation period is from July 01, 2020, to December 31, 2030.

2. The roadmap is implemented in two phases:

a) Phase 1: From July 01, 2020, to December 31, 2025, ensuring that at least 60% of lower secondary school teachers are being trained or have completed the training program to receive a bachelor's degree;

b) Phase 2: From January 01, 2026, to December 31, 2030, implementing for the remaining number of teachers to ensure that 100% of lower secondary school teachers complete the training program to receive a bachelor's degree.

Thus, the upgrading of the standard training level for lower secondary school teachers is from July 01, 2020, to December 31, 2030.

Is it mandatory for lower secondary school teachers to have a professional pedagogical training certificate in Vietnam?

Pursuant to Point a, Clause 1, Article 30 of the Charter of lower secondary schools, high schools, and multi-level schools promulgated together with Circular 32/2020/TT-BGDDT stipulating as follows:

Standard training level, professional standards of teachers, staff

1. The standard training level of teachers is stipulated as follows:

a) lower secondary school teachers must have a bachelor's degree or higher in teacher training fields (or a pedagogical university degree) or have a bachelor's degree (university degree) in a relevant discipline and a professional pedagogical training certificate under the provisions of the law.

b) Teachers who have not met the standard training level are facilitated by the school, and education management agencies to be trained and further trained under the provisions of the law.

2. Professional standards of teachers:

lower secondary school teachers must meet professional standards corresponding to the grade level they are teaching and conduct evaluations according to the professional standards of teachers of general education institutions as prescribed by the Ministry of Education and Training.

3. The standard training level of staff:

lower secondary school staff must achieve the training level according to the professional title standards for each job position following the provisions of the law.

Thus, lower secondary school teachers who do not have a bachelor's degree in teacher training fields or a pedagogical university degree but only have a bachelor's degree (university degree) in a relevant discipline are required to have a professional pedagogical training certificate.

In cases where lower secondary school teachers have a bachelor's degree in teacher training fields (or a pedagogical university degree), it is not mandatory to have a professional pedagogical training certificate.

What Are the Duties of a lower secondary school Teacher as a Homeroom Teacher in Vietnam?

Pursuant to Article 4 of the working regulations for general education teachers promulgated together with Circular 28/2009/TT-BGDDT, the duties of lower secondary school teachers as homeroom teachers are as follows:

- Organize educational activities according to the school's educational plan and the professional group's educational plan; manage students in educational activities organized by the school; participate in professional activities; be responsible for the quality and effectiveness of education.

- Cultivate ethics, uphold a sense of responsibility, maintain the quality, honor, and prestige of educators; set an example for students; love, treat fairly and respect the personality of students; protect the legitimate rights and interests of students; unite, assist colleagues.

- Study, practice to improve health, political awareness, professional qualifications, and skills, innovate teaching and educational methods.

- Participate in professional and skill training.

- Participate in secondary education popularization in the local area.

- Fulfill citizenship duties, comply with legal regulations and the education sector's regulations, follow the decisions of the principal; carry out tasks assigned by the principal, and be subject to inspection and evaluation by the principal and educational management levels.

- Coordinate with the Ho Chi Minh Young Pioneer Organization, the Ho Chi Minh Communist Youth Union, the Vietnam Youth Union, students' families, and related social organizations to organize educational activities.

- Fulfill other tasks as stipulated by law.

- Understand and grasp all aspects of students in the class to adopt educational measures suitable for each student to promote the progress of each student and the whole class;

- Coordinate closely with students' families, proactively cooperate with subject teachers, the Ho Chi Minh Communist Youth Union, the Ho Chi Minh Young Pioneer Organization, and other related associations and social organizations in teaching and educating students in their class;

- Assess and rank students at the end of the term and school year, recommend awards and disciplinary measures for students, propose lists of students to be promoted to the next class, lists of students needing re-examination, additional ethics training during the summer, students to be retained in the same class, complete the entries in the scorebook and students' academic records;

- Participate in guiding collective activities, educational activities, and training for students organized by the school;

- Regularly or irregularly report on the class situation to the Principal.
