Based on Clause 1, Article 4 of Circular 03/2021/TT-BGDDT governing rank 2 lower secondary school teachers - Code V.07.04.31:

1. Duties

In addition to the duties of a rank 3 lower secondary school teacher, a rank 2 lower secondary school teacher must perform the following duties:

a) Act as a presenter or illustrative teacher in teacher training classes or trial teaching new models, methods, and technologies from school level upwards; preside over training contents and specialized activities in the professional group or participate in the creation of electronic learning materials;

b) Participate in guiding or evaluating scientific and technological research products from school level upwards;

c) Participate in social activities, community service; attract the participation of organizations and individuals in organizing teaching and student education activities;

d) Participate in external evaluation teams; or perform professional inspection and assessment tasks for teachers from school level upwards;

dd) Participate as a judge or question setter or guider in competitions (for teachers or students) from school level upwards (if any).

Thus, participating in guiding or evaluating scientific and technological research products from school level upwards is one of the duties of a rank 2 lower secondary school teacher.

Therefore, a rank 2 lower secondary school teacher does not have to participate in guiding scientific research if they are involved in evaluating scientific and technological research products.

What is the salary coefficient of rank 2 lower secondary school teachers in Vietnam?

According to Clause 1, Article 8 of Circular 03/2021/TT-BGDDT:

Salary Classification

1. Employees appointed to secondary school teacher titles as stipulated in this Circular are applied the salary scale issued with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government on salary policies for officials and public employees and the armed forces. Specifically:

a) Rank 3 lower secondary school teachers, code V.07.04.32, are applied the salary coefficient of a public employee type A1, from salary coefficient 2.34 to salary coefficient 4.98;

b) Rank 2 lower secondary school teachers, code V.07.04.31, are applied the salary coefficient of a public employee type A2, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38;

c) Rank 1 lower secondary school teachers, code V.07.04.30, are applied the salary coefficient of a public employee type A2, group A2.1, from salary coefficient 4.4 to salary coefficient 6.78.

2. Salary classification upon appointment to job titles is carried out according to the guidance in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Ministry of Home Affairs, guiding salary classification when upgrading, changing ranks, transferring types for officials and public employees and according to current legal regulations. When implementing new salary policies, new salary classification will follow the Government's regulations.

Accordingly, the salary coefficient of Rank 2 lower secondary school teachers is applied to the salary coefficient of a public employee type A2, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38.

3. Standards for training and qualification

a) Hold a bachelor's degree or higher in the teacher training sector for secondary school teachers.

In case the subject does not have enough teachers with a bachelor's degree in the teacher training sector, a bachelor's degree in a relevant field and a pedagogical professional training certificate for secondary school teachers according to the program issued by the Minister of Education and Training is required;

b) Possess a training certificate according to the standards for the professional titles of secondary school teachers.

Rank 2 lower secondary school teachers need to meet the following training and qualification standards:

- Rank 2 lower secondary school teachers need to hold a bachelor's degree or higher in the teacher training sector for secondary school teachers.

If the subject does not have enough teachers with a bachelor's degree in the teacher training sector, having a bachelor's degree in a relevant field and a pedagogical professional training certificate for lower secondary school teachers according to the program issued by the Minister of Education and Training is required;

- Additionally, rank 2 lower secondary school teachers must possess a training certificate according to the standards for the professional titles of lower secondary school teachers.
