- February 20, 1816: The opera "The Barber of Seville" by Gioachino Rossini premiered at Teatro Argentina, Rome. Using the character Figaro, a barber in Seville, Rossini depicted the nobility as clowns being manipulated by their clever servants. Following its premiere, “The Barber of Seville” quickly spread to theaters worldwide. Its humorous melodies have become one of the popular tunes in popular culture.

- February 20, 1865: The end of the Uruguayan War occurred with a peace treaty between President Tomas Villalba and the rebel leader Venancio Flores.

- February 20, 1872: The Metropolitan Museum of Art in New York City officially opened to the public. It houses one of the most diverse and valuable collections of artworks in the world.

- February 20, 1962: John H. Glenn, the oldest of the seven astronauts selected by NASA for the Project Mercury space training program, became the first American to orbit the Earth, doing so a total of three times.

Below are legislative documents on education effective from February 2025 in Vietnam:

- Circular 24/2024/TT-BGDDT effective from February 8, 2025:

Issuance of the high school graduation exam regulations from 2025. The exams will consist of 3 sessions: Literature, Mathematics, and one elective session including 2 subjects among Physics, Chemistry, Biology, History, Geography, Economics and Law Education, Informatics, Technology, and Foreign Languages. Foreign Languages are no longer a compulsory subject.

- Circular 25/2024/TT-BGDDT effective from February 9, 2025.

Issuance of the statistical reporting regime in the education sector, applicable to Departments of Education and Training, parent universities, academies, universities, higher education institutions, Pedagogical colleges, and related organizations and individuals.

- Circular 26/2024/TT-BGDDT effective from February 9, 2025.

Amendments to the standards, the process of compiling, and revision of textbooks; standards for organizations and individuals compiling textbooks; and organization and operation of the National Textbook Appraisal Council.

- Circular 28/2024/TT-BGDDT effective from February 10, 2025.

Regulations on  the content of specialized inspections in education and internal inspections within education institutions. Inspection content includes managing extra classes, complying with professional regulations, textbooks, and educational material management, and ensuring quality conditions for education.

- Circular 29/2024/TT-BGDDT effective from February 14, 2025.

Regulations on extra classes. Organizations or individuals conducting external extra classes with fees must register their business by the law. Teachers teaching at schools are not allowed to conduct external extra classes that charge fees from students they are assigned to teach.

- Circular 30/2024/TT-BGDDT effective from February 14, 2025.

Issuance of the regulations on enrollment for lower and upper secondary education. The 10th-grade entrance exam will include 3 subjects: Mathematics, Literature, and a third subject or paper determined by the Department of Education and Training, ensuring not to select the same third subject for more than 3 consecutive years.

- Circular 14/2024/TT-BLDTBXH effective from February 15, 2025.

Issued by the Ministry of Labor - Invalids and Social Affairs on December 31, 2024 on the criteria and standards for accrediting quality in vocational education and training.

- Circular 01/2025/TT-BGDDT effective from February 25, 2025.

Issuance of the list of minimum teaching equipment for ethnic minority languages in general education institutions and continuing education centers, vocational education centers - continuing education.

From February 14, 2025, what are the eligibility requirements for providing internal extra classes in Vietnam?

Under Article 5 of Circular 29/2024/TT-BGDDT, the eligibility requirements for providing internal extra classes in Vietnam are as follows:

- Internal extra classes shall not charge students and are only for students registering for extra classes in specific subjects as follows:

+ Students having unsatisfactory results in a subject at the end of the immediate past semester;

+ Students selected by the school for gifted student training;

+ Voluntary final-year students registering for entrance exam preparation or graduation exam preparation according to the school's educational plan.

- No fees: Internal extra classes should not charge students any fees

- When organizing extra classes, a registration form for extra classes must be filled out for each subject at each grade (according to Form No. 01 in the Appendix attached to Circular 29/2024/TT-BGDDT).

Based on the number of registered students, schools shall develop plans for organizing extra classes in specific subjects for each grade.

- The arrangement of classes, schedules, and the organization of extra classes shall ensure the following requirements:

+ Extra classes should be organized by subject for each grade; each class shall have no more than 45 (forty-five) students;

+ Extra class schedules shall not interpose regular schedules and shall not precede the contents scheduled in the school’s educational plan;

+ Each subject is permitted a maximum of 02 (two) extra lessons per week.

- Public disclosure of information: Plans for organizing extra classes shall be publicly available on the school’s website or posted at the school.

Note: Extra classes should not be organized for primary students, except in special cases such as training in art, physical education, and sports, or life skills development according to Article 4 of Circular 29/2024/TT-BGDDT.
