VIETNAM PEOPLE'S ARMY - 80 YEARS OF DEVELOPMENT, STRUGGLE, VICTORY, AND MATURITY

1. The Vietnam Propaganda Liberation Army Team - the predecessor of the Vietnam People's Army was founded, won its first two battles, and led the people in the general uprising to seize power (1944 - 1945).

From its inception (February 3, 1930), in its first Political Platform, our Communist Party affirmed the path of class liberation and national liberation by using revolutionary violence to seize power and emphasized the need to "Organize a workers' and peasants' army"[1] to act as the cornerstone for the people's revolutionary struggle. The Political Thesis of the Communist Party (October 1930) determined the essential task of the people's democratic revolutionary, specifically stating: "Establish a workers' and peasants' army"[2].

During the revolutionary movement of 1930 - 1931, the peak of which was the Nghe - Tinh Soviets, from the insurgent forces of the workers and peasants, the Workers' and Peasants' Self-defense Unit (Red Self-defense) was born. This was the first precursor to the revolutionary armed forces of Vietnam. Subsequent armed organizations were founded, such as the Bac Son Guerrilla Unit (1940), the guerrilla units in Cochinchina (1940), and the Salvation Army (1941)...

On December 22, 1944, in the forest area between the two villages of Hoang Hoa Tham and Tran Hung Dao in Nguyen Binh district, Cao Bang province (currently Na Sang hamlet, Tam Kim commune, Nguyen Binh district, Cao Bang province), The Vietnam Propaganda Liberation Army Team - the predecessor of the Vietnam People's Army was founded following the Directive of Leader Ho Chi Minh. In the Directive, he clearly stated: "The name Vietnam Propaganda Liberation Army Team means politics is more important than military. It is a propaganda unit"[3]; "The Vietnam Propaganda Liberation Army Team is a senior army, aspiring for additional junior units soon. Although small in scale initially, its future is promising. It is the starting point for the liberation army, capable of traversing from South to North, across the entire Vietnamese nation"[4]. Comrade Vo Nguyen Giap was entrusted by the Central Committee of the Communist Party and Leader Ho Chi Minh to organize, lead, and command, declaring the establishment of the Team, consisting of 34 members, structured into 3 squads, with Comrade Hoang Sam as the Captain, Comrade Xich Thang as the Political Commissar, under the leadership of the Communist Party. December 22, 1944, was designated as the Founding Day of the Vietnam People's Army.

1. The people's army is the core of the people's armed forces in the performance of national defense tasks, including the permanent standing force and the reserve force. The permanent standing force of the People's Army shall comprise the regular troop and the local troop.

According to the provisions of Article 112 of the Labor Code 2019:

Public holidays

1. Employees shall be entitled to fully paid days off on the following public holidays:

a) Gregorian Calendar New Year Holiday: 01 day (the 1st of January of the Gregorian calendar);

b) Lunar New Year Holidays: 05 days;

c) Victory Day: 01 day (the 30th of April of the Gregorian calendar);

d) International Labor Day: 01 day (the 1st of May of the Gregorian calendar);

dd) National Day: 02 days (the 2nd of September of the Gregorian calendar and the previous or next day);

e) Hung Kings Commemoration Day: 01 day (the 10th of the third month of the Lunar calendar).

2. Foreign employees in Vietnam are entitled to 01 traditional public holiday and 01 National Day of their country, in addition to the public holidays stipulated in Clause 1 of this Article.

3. The Prime Minister shall decide the specific public holidays mentioned in Point b and Point dd Clause 1 of this Article on an annual basis.

Thus, December 22, the Founding Day of the Vietnam People's Army, is not listed among the public holidays that employees are entitled to days off. Therefore, students on this day will still attend school as per normal regulations.
