According to the provisions in Clause 1, Article 5 of Circular 07/2023/TT-BLDTBXH, senior vocational education lecturers must perform 05 tasks, including:

- Teaching theory or both theory and practice at college and intermediate levels; teaching at elementary levels; assessing the learning outcomes and graduation exam results of learners;

- Organizing and leading professional activities within the subject, department, vocational education institution; leading the implementation of scientific and technological tasks or technical improvement initiatives at the institutional level or higher; organizing scientific consultation activities, technology transfer; writing scientific reports, and exchanging experiences in vocational education domestically and internationally;

- Leading or participating in the compilation or appraisal of programs, textbooks, reference books for teaching; designing, improving, and manufacturing teaching aids, teaching equipment, building, and managing specialized classrooms;

- Studying, training, and standardizing; doing internships at enterprises or specialized agencies; attending classes, exchanging teaching experiences; training and developing the team of teachers and lecturers per the professional and vocational development needs of the subject, department, vocational education institution;

- Guiding learners to do special projects, graduation theses, scientific and technological tasks; guiding internships, internships combined with production labor; coaching learners for skill competitions at various levels.

What is the statutory pay rate for a senior vocational education lecturer in Vietnam?

Based on Article 14 of Circular 07/2023/TT-BLDTBXH:

Salary arrangement for vocational education public employee titles

Public employees arranged under the vocational education public employee titles stipulated in this Circular will apply the corresponding salary table issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, by the Government of Vietnam regarding salary policies for officials and public employees and the armed forces. Specifically:

1. Senior vocational education lecturer - Code: V.09.02.01, will apply the salary coefficient for public employee type A3 group 1 (A3.1) from the salary coefficient of 6.20 to the salary coefficient of 8.00.

2. Principal vocational education lecturer - Code: V.09.02.02, will apply the salary coefficient for public employee type A2 group 1 (A2.1) from the salary coefficient of 4.40 to the salary coefficient of 6.78.

3. Theory vocational education lecturer - Code: V.09.02.03, will apply the salary coefficient for public employee type A1 from the salary coefficient of 2.34 to the salary coefficient of 4.98.

4. Practice vocational education lecturer - Code: V.09.02.04, will apply the salary coefficient for public employee type A0 from the salary coefficient of 2.10 to the salary coefficient of 4.89.

5. Senior vocational education teacher - Code: V.09.02.05, will apply the salary coefficient for public employee type A3 group 2 (A3.2), from the salary coefficient of 5.75 to the salary coefficient of 7.55.

6. Principal vocational education teacher - Code: V.09.02.06, will apply the salary coefficient for public employee type A2 group 1 (A2.1) from the salary coefficient of 4.40 to the salary coefficient of 6.78.

7. Theory vocational education teacher - Code: V.09.02.07, will apply the salary coefficient for public employee type A1 from the salary coefficient of 2.34 to the salary coefficient of 4.98.

8. Practice vocational education teacher - Code: V.09.02.08, will apply the salary coefficient for public employee type A0 from the salary coefficient of 2.10 to the salary coefficient of 4.89.

9. Vocational education teacher - Code: V.09.02.09, will apply the salary coefficient for public employee type B from the salary coefficient of 1.86 to the salary coefficient of 4.06.

Thus, senior vocational education lecturers will apply the salary coefficient for public employee type A3 group 1 (A3.1) from the salary coefficient of 6.20 to the salary coefficient of 8.00.

The salary of an official public employee is calculated as follows:

Salary = Base salary x Salary coefficient

At the same time, under Decree 73/2024/ND-CP when the base pay rate is increased to 2,340,000 VND/month, the salary is calculated as follows:

Salary = 2,340,000 VND x Salary coefficient

Thus, the salary of senior vocational education lecturers can range from: 14,508,000 VND/month to 18,720,000 VND/month.

What are the qualifications and training standards for senior vocational education lecturers in Vietnam?

According to Clause 2, Article 5 of Circular 07/2023/TT-BLDTBXH, the qualifications and training standards for senior vocational education lecturers are stipulated as follows:

- Lecturers teaching theory must have a doctoral degree; lecturers teaching both theory and practice must have a master's degree or higher and possess certificates, diplomas, or certifications meeting the professional skill standards to teach practical courses at the college level per the vocational education teacher's professional and vocational standards.

- Possess certificates and diplomas that meet the pedagogical professional standards per the vocational education teacher's professional and vocational standards.
