What is the new salary level for senior vocational education lecturers in Vietnam after the increase in statutory pay rate?

Based on Article 14 of Circular 07/2023/TT-BLDTBXH, the regulations are as follows:

Salary grading for professional public employees in the vocational education sector

Public employees assigned to the professional titles of public employees in the vocational education sector as specified in this Circular will apply the corresponding salary tables issued with Decree No. 204/2004/ND-CP dated December 14, 2004, from the Government of Vietnam on salary policies for officials, public employees, and armed forces. To be specific:

1. Senior Vocational Education Lecturer - Code: V.09.02.01, applies the salary coefficient for public employees of type A3 group 1 (A3.1) from a salary coefficient of 6.20 to a salary coefficient of 8.00.

2. Principal Vocational Education Lecturer - Code: V.09.02.02, applies the salary coefficient for public employees of type A2 group 1 (A2.1) from a salary coefficient of 4.40 to a salary coefficient of 6.78.

3. Vocational Education Theory Lecturer - Code: V.09.02.03, applies the salary coefficient for public employees of type A1 from a salary coefficient of 2.34 to a salary coefficient of 4.98.

4. Vocational Education Practical Lecturer - Code: V.09.02.04, applies the salary coefficient for public employees of type A0 from a salary coefficient of 2.10 to a salary coefficient of 4.89.

5. Senior Vocational Education Teacher - Code: V.09.02.05, applies the salary coefficient for public employees of type A3 group 2 (A3.2), from a salary coefficient of 5.75 to a salary coefficient of 7.55.

6. Principal Vocational Education Teacher - Code: V.09.02.06, applies the salary coefficient for public employees of type A2 group 1 (A2.1) from a salary coefficient of 4.40 to a salary coefficient of 6.78.

7. Vocational Education Theory Teacher - Code: V.09.02.07, applies the salary coefficient for public employees of type A1 from a salary coefficient of 2.34 to a salary coefficient of 4.98.

8. Vocational Education Practical Teacher - Code: V.09.02.08, applies the salary coefficient for public employees of type A0 from a salary coefficient of 2.10 to a salary coefficient of 4.89.

9. Vocational Education Teacher - Code: V.09.02.09, applies the salary coefficient for public employees of type B from a salary coefficient of 1.86 to a salary coefficient of 4.06.

Accordingly, senior vocational education lecturers apply the salary coefficient for public employees of type A3 group 1 (A3.1) from a salary coefficient of 6.20 to a salary coefficient of 8.00.

Based on Circular 07/2024/TT-BNV, the salary of officials and public employees is calculated as follows:

Salary = statutory pay rate x Salary coefficient

Also, according to Decree 73/2024/ND-CP, when the statutory pay rate increases to 2,340,000 VND/month, the salary calculation from July 1, 2024 is as follows:

Salary = 2,340,000 VND x Salary coefficient

Thus, when the statutory pay rate increases to 2.34, the salary of a senior vocational education lecturer can range from 14,508,000 VND/month to 18,720,000 VND/month.

What are the duties of a senior vocational education lecturer in Vietnam?

According to Clause 1, Article 5 of Circular 07/2023/TT-BLDTBXH, a senior vocational education lecturer must perform 05 duties, including:

- Teach theory or both theory and practical courses at college and intermediate levels; teach primary level courses; assess learning outcomes and graduation exam results of students;

- Lead and organize professional activities within the department, faculty, and vocational education institution; lead scientific and technological tasks or technical improvement initiatives at the institutional level or higher; organize scientific advisory activities, technology transfer; write scientific reports, exchange experiences on vocational education domestically and internationally;

- Lead or participate in compiling or appraising teaching programs, textbooks, reference books for teaching; design, improve, manufacture teaching aids, teaching equipment, and manage specialized classrooms;

- Study and refresh standardization, professional development; practice at businesses or specialized agencies; observe and exchange teaching experiences; foster and develop the team of teachers and lecturers according to the professional and operational development requirements of the department, faculty, and vocational education institution;

- Guide students in conducting specialized subjects, graduation thesis, scientific and technological tasks; guide internships, internships combined with production work; train students for participation in skill competitions at various levels.

Vietnam: What educational and training qualifications must a senior vocational education lecturer have?

Based on Clause 2, Article 5 of Circular 07/2023/TT-BLDTBXH, a senior vocational education lecturer must meet the standards of educational and training qualifications as follows:

- Theory lecturers must have a doctoral degree; lecturers who teach both theory and practice must have a master's degree or higher and hold certificates or certifications that meet the standards for professional skills to teach practice at the college level according to the professional standards of vocational education teachers;

- Hold certificates that meet the standards for pedagogical professional qualifications according to the professional standards of vocational education teachers.
