If the statutory pay rate is 2.34, what will be the salary of a principal vocational education lecturer in Vietnam?

Based on Article 14 of Circular 07/2023/TT-BLDTBXH which stipulates as follows:

Salary classification for vocational education public employees

Vocational education public employees classified under this Circular are applied the corresponding salary scale issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and the armed forces. Specifically:

1. High-level vocational education lecturer - Code: V.09.02.01, applies the salary coefficient for public employees of type A3, group 1 (A3.1) from 6.20 to 8.00.

2. Principal vocational education lecturer - Code: V.09.02.02, applies the salary coefficient for public employees of type A2, group 1 (A2.1) from 4.40 to 6.78.

3. Theoretical vocational education lecturer - Code: V.09.02.03, applies the salary coefficient for public employees of type A1 from 2.34 to 4.98.

4. Practical vocational education lecturer - Code: V.09.02.04, applies the salary coefficient for public employees of type A0 from 2.10 to 4.89.

5. High-level vocational education teacher - Code: V.09.02.05, applies the salary coefficient for public employees of type A3, group 2 (A3.2), from 5.75 to 7.55.

6. Principal vocational education teacher - Code: V.09.02.06, applies the salary coefficient for public employees of type A2, group 1 (A2.1) from 4.40 to 6.78.

7. Theoretical vocational education teacher - Code: V.09.02.07, applies the salary coefficient for public employees of type A1 from 2.34 to 4.98.

8. Practical vocational education teacher - Code: V.09.02.08, applies the salary coefficient for public employees of type A0 from 2.10 to 4.89.

9. Vocational education teacher - Code: V.09.02.09, applies the salary coefficient for public employees of type B from 1.86 to 4.06.

Thus, the principal vocational education lecturer applies the salary coefficient for public employees of type A2, group 1 (A2.1) from 4.40 to 6.78.

According to Circular 07/2024/TT-BNV, the salary of officials and public employees is calculated as follows:

Salary = statutory pay rate x Salary coefficient

At the same time, according to Decree 73/2024/ND-CP, when the statutory pay rate is increased to 2,340,000 VND/month, the wage calculation as of July 01, 2024, is as follows:

Salary = 2,340,000 VND x Salary coefficient

Thus, when the statutory pay rate is increased to 2.34, the salary of a principal vocational education lecturer can be from 6,740,000 VND/month to 15,865,200 VND/month.

What are the duties of a principal vocational education lecturer in Vietnam?

According to the provisions of Clause 1, Article 6 of Circular 07/2023/TT-BLDTBXH, a principal vocational education lecturer must perform 05 duties including:

- Teaching theory or both teaching theory and practice at college and secondary levels; teaching at elementary levels; evaluating student learning outcomes and graduation examination results;

- Leading or participating in organizing professional and vocational activities in the department, faculty, and vocational education institution; performing scientific and technological tasks or technical improvements at the base level or higher; organizing scientific consultancy activities, technology transfer; writing scientific reports, exchanging vocational education experiences domestically and internationally;

- Leading or participating in compiling or evaluating programs, textbooks, reference materials for teaching; designing, improving, manufacturing teaching aids, equipment, building and managing specialized classrooms;

- Studying, training for standardization, advanced training; interning at enterprises or specialized agencies; attending classes, exchanging teaching experiences; training and developing a team of teachers and lecturers according to the professional and vocational development requirements of the department, faculty, and vocational education institution;

- Guiding students on thesis projects, graduation theses, performing scientific and technological tasks; supervising internships, combining internships with production activities; training students for competitions in skill tests at different levels.

Do principal vocational education lecturers in Vietnam need to have a pedagogy qualification?

According to Clause 2, Article 6 of Circular 07/2023/TT-BLDTBXH stipulates as follows:

2. Standard training and fostering criteria

a) Theory lecturers must have a master’s degree or higher; lecturers who teach both theory and practice must have a bachelor’s degree or an equivalent qualification or higher relevant to the subject being taught and have qualifications, certificates, and recognitions meeting the standards for practical teaching at the college level according to professional standards of vocational education teachers;

b) Possess qualifications and certificates that meet the pedagogical qualification standards according to the professional standards of vocational education teachers.

Thus, principal vocational education lecturers must have qualifications and certificates meeting the pedagogical qualification standards according to the professional standards of vocational education teachers.
