What are minimum hours spent on Scientific Research by University Lecturers in Vietnam?
Based on Clause 1 Article 5 of Circular 20/2020/TT-BGDDT, the regulations are as follows:
Regulations on Scientific Research
1. Lecturers must dedicate at least 1/3 of the total working time fund in an academic year (equivalent to 586 administrative hours) to undertake scientific research tasks.
2. The assignment and implementation of scientific research tasks for lecturers must be suitable with the conditions, scientific potential, development strategy of the educational institution, and the professional capacity of the lecturers.
3. Each year, lecturers must complete the assigned scientific research tasks corresponding to their title or position. The results of scientific research are evaluated through scientific and technological products, research and technology transfer activities; at a minimum, equivalent to a departmental scientific research project that has been approved, or a paper published in a scientific journal with an international standard ISSN, or a scientific report at a specialized scientific conference.

5. Special Cases
a) Lecturers in probationary or trial periods are only required to fulfill up to 50% of the standard teaching hours quota and are exempted from scientific research tasks to allocate time for class observation, teaching assistance, and internships.
b) Lecturers during periods of social insurance benefit, leave according to the current Labor Code, are exempted from the standard teaching hours quota proportionate to the leave duration.
Hence, university lecturers in their probationary period are exempted from scientific research tasks to allocate time for class observation, teaching assistance, and internships.
What are the rights and responsibilities of university lecturers sent to conduct scientific research abroad by their university in Vietnam?
Based on Article 19 of Decree 86/2021/ND-CP, the rights and responsibilities of university lecturers sent to conduct scientific research abroad are as follows:
* Rights:
- Being protected by Vietnamese representative agencies abroad concerning legal rights and interests in accordance with Vietnamese law, the law of the host country, and international law and practices during the period of research abroad;
- Being allowed to transfer salaries, wages, income, and other personal assets abroad to Vietnam in accordance with Vietnamese law and the law of the host country;
- In case they are employees of an agency, organization receiving state budget funds, enjoying salaries, wages, other income, health examination, and medical treatment policies, social insurance, and other benefits, upon agreement with the direct managing agency and being accepted for post-research responsibilities after completing the tasks abroad.
* Responsibilities:
- Complying with the decision to conduct scientific research abroad;
- Strictly adhering to the laws of Vietnam and the host country; performing the registration as a Vietnamese citizen abroad according to current regulations;
- Paying social insurance, health insurance, personal income tax (if any), and other mandatory fees according to current state regulations; in case the international agreement signed by Vietnam stipulates personal income tax differently from current Vietnamese law, the international agreement prevails;
- Protecting secret state documents, information as regulated by the Law on Protecting State Secrets, and information on internal political protection;
- Not exploiting any professional activities or any other forms for conducting propaganda against the Vietnamese state, which affects diplomatic relations between Vietnam and the partner country;
- Not violating regulations on scientific and technological activities of Vietnam and the host country; adhering to current regulations on obligations and responsibilities of educators that affect the image and reputation of Vietnam in the host country;
- Returning to Vietnam upon the conclusion of the research program as per the regulations of the host country;
- Not exploiting the scientific research activities abroad for labor or illegal stay purposes unless extending the stay is due to illness, war, natural disasters, or pandemics;
- Fulfilling agreements and commitments signed with the direct managing agency, the competent agency assigning the individual to conduct scientific research abroad (if any);
- Complying with current regulations for officials and public employees and the Communist Party (if they are officials, public employees, and party members);
- Submitting a report to the direct managing agency every 3 months. Within 20 working days from completing the research abroad, the individual must return to Vietnam and report to the direct managing agency, the competent agency assigning Vietnamese citizens to conduct scientific research abroad (if any), and update the information into the regulated database system.
