The Regulation of the National Scientific and Engineering Research Competition for lower and upper secondary school students in Vietnam issued by the Ministry of Education and Training is specified in Circular 06/2024/TT-BGDDT as follows:

(1) Issued together with Circular 06/2024/TT-BGDDT is the Regulation of the National Scientific and Engineering Research Competition for lower and upper secondary school students in Vietnam.

(2) Circular 06/2024/TT-BGDDT takes effect from May 27, 2024, replacing Circular 38/2012/TT-BGDDT and Circular 32/2017/TT-BGDDT.

The Regulation issued with Circular 06/2024/TT-BGDDT covers the scope and regulated entities as follows:

- Scope: The Regulation prescribes the National Scientific and Engineering Research Competition for lower and upper secondary school students (hereinafter referred to as the Competition), including:

General provisions; steering committee, evaluation board for participating project documents, judging panel; approval and selection of competition projects; evaluation of competition documents and judging; responsibilities and rights of agencies, organizations, and individuals; inspection, reward, and handling of violations.

- Regulated entities: The Regulation applies to educational institutions with students studying the general education program at the lower and upper secondary education levels, students enrolled in the continuing education program at the lower and upper secondary education levels (hereinafter collectively referred to as educational institutions) and relevant organizations, individuals.

What are the content and format of the National Scientific and Engineering Research Competition for lower and upper secondary school students in Vietnam?

As specified in Article 3 of the Regulation issued with Circular 06/2024/TT-BGDDT, the content and format of the National Scientific and Engineering Research Competition for lower and upper secondary school students in Vietnam are as follows:

- Competition Content

+ The competition content is the result of the science and technology research project conducted by students in the fields specified in Appendix 1 attached to the Regulation issued with Circular 06/2024/TT-BGDDT.

Projects can be executed by one student or jointly by two students from the same educational institution

+ The project report must include basic contents such as: research questions (for science projects) or research problems (for technical projects); design and research methods; data collection, analysis, and interpretation (for science projects) or manufacturing and testing (for technical projects).

- Competition Format

+ Each project must submit a report as per regulations and display an explanatory board about the project results (hereinafter referred to as the poster) at the competition venue;

+ The authors or the author group must present a summary of the project results and answer the judge's questions at the poster display area.

What are the regulations on the competition units, number of competition projects, competitionants, and advisors in the National Scientific and Engineering Research Competition for lower and upper secondary school students under Circular 06?

According to Article 5 of the Regulation issued with Circular 06/2024/TT-BGDDT, the competition units, number of competition projects, competitionants, and advisors in the National Scientific and Engineering Research Competition for lower and upper secondary school students are as follows:

- Competition units

Each Department of Education and Training; each secondary school under the Ministry and the Ministry-equivalent agencies (hereinafter collectively referred to as schools under the Ministry); each parent university, university, institute, and academy with secondary schools is a competition unit.

- Number of competition projects

+ For competition units being Departments of Education and Training, each unit is allowed to register a maximum of 03 (three) projects.

Particularly for the Departments of Education and Training of Hanoi and Ho Chi Minh City, each unit is allowed to register a maximum of 06 (six) projects;

+ For competition units being schools under the Ministries, parent universities, universities, institutes, and academies, each unit is allowed to register a maximum of 02 (two) projects;

+ The unit hosting the Competition is allowed to register a maximum of 06 (six) projects.

Particularly if the hosting unit is the Department of Education and Training of Hanoi or the Department of Education and Training of Ho Chi Minh City, each unit is allowed to register a maximum of 12 (twelve) projects.

- Competitionants and research advisors

+ Competitionants must meet the following conditions:

++ Be students in grades 8, 9, 10, 11, 12;

++ Voluntarily participate and are selected for the competition team of the competition unit;

++ Have good academic and behavior records in the first semester (if the Competition is organized in the second semester) or in the previous school year (if the Competition is organized in the first semester), achieving at least a good standing;

++ Each competitionant can only participate in one (1) project in one (1) competition cycle.

+ Research advisors

++ Each project must have at least one (1) research advisor who is a teacher or staff member with relevant expertise working at the educational institution where the competitionant is studying.

++ Each research advisor can only guide one (1) project in one (1) competition cycle.
