Based on Section 1 Chapter 2 Circular 19/2018/TT-BGDDT, the criteria for evaluating a level 1 preschool are as follows:

(1). Criterion 1: School organization and management

- Criterion 1.1: Orientation, strategy for school construction and development

+ In line with the objectives of preschool education as stipulated in the Education Law, local socio-economic development orientation in each stage, and the school's resources;

+ Defined in writing and approved by the competent authority;

+ Publicly disclosed by posting at the school premises, on the school's website (if any), or through local mass media, the education and training office's website.

- Criterion 1.2: School council (Management council for private schools) and other councils

+ Established according to regulations;

+ Perform functions, duties, and rights as stipulated;

+ Activities are regularly reviewed and evaluated.

- Criterion 1.3: Communist Party of Vietnam organization, unions, and other organizations within the school

+ Unions and other organizations have a structure as regulated;

+ Operate in accordance with regulations;

+ Annually, activities are reviewed and evaluated.

- Criterion 1.4: Principal, vice-principal, professional groups, and office groups

+ Has a principal, the number of vice-principals according to regulations;

+ Professional groups and office groups are structured as regulated;

+ Professional groups and office groups have activity plans and perform tasks as regulated.

- Criterion 1.5: Organization of child groups and kindergarten classes

+ Child groups and kindergarten classes are divided by age; if the number of children in each group or class does not reach 50% of the maximum number of children stipulated in the preschool charter, then mixed-age groups or classes are organized;

+ Child groups and kindergarten classes are taught in two sessions per day;

+ Each group or class has no more than two children with the same type of disability.

- Criterion 1.6: Administrative, financial, and property management

+ School records are stored as regulated;

+ Prepare estimates, implement collection and expenditure, finalize accounts, statistics, financial, and property reporting; publicly and periodically self-inspect finances, properties according to the internal expenditure regulations, supplemented, updated in line with actual conditions and current regulations;

+ Manage and use finances and properties for the right purposes and effectively to serve educational activities.

- Criterion 1.7: Management of staff, teachers, and employees

+ There are plans to provide professional training for management staff, teachers, and employees;

+ Clear and reasonable allocation and use of management staff, teachers, and employees, ensuring effective school operation;

+ Management staff, teachers, and employees are guaranteed their rights as regulated.

- Criterion 1.8: Management of educational activities

+ Education plan suitable for current regulations, local actual conditions, and school conditions;

+ Education plan fully implemented;

+ Education plan reviewed, evaluated, and promptly adjusted.

- Criterion 1.9: Implementation of grassroots democracy regulations

+ Management staff, teachers, and employees participate in discussions, give opinions when building plans, rules, regulations, related to school activities;

+ Complaints, denunciations, petitions, reflections (if any) within the school's handling authority are resolved according to the law;

+ Annually, there is a report on implementing grassroots democracy regulations.

- Criterion 1.10: Ensuring school security, safety, and order

+ Have plans to ensure security, order; food safety and hygiene; accident and injury prevention; fire and explosion safety; disaster prevention; disease prevention; prevention of social evils and school violence; schools with kitchens for children are certified for food safety conditions;

+ Have a suggestion box, hotline, and other forms to receive and handle public feedback; ensuring the safety of management staff, teachers, employees, and children within the school;

+ No discrimination, violent behavior, or legal violations on gender equality within the school.

(2). Criterion 2: Management staff, teachers, employees

- Criterion 2.1: For the principal, vice-principal

+ Meet the standards as regulated;

+ Rated as meeting the principal standard or higher;

+ Trained and trained in education management as regulated.

- Criterion 2.2: For teachers

+ Sufficient number of teachers, reasonable structure ensuring the implementation of the preschool education program as regulated;

+ 100% of teachers meet training qualification standards as regulated;

+ At least 95% of teachers meet the professional teacher standards at the satisfactory level or higher.

- Criterion 2.3: For employees

+ Have employees or concurrent teachers to undertake tasks assigned by the principal;

+ Reasonable and appropriate job assignments based on capacity; (this indicator's effectiveness is suspended by Clause 8 Article 1 Circular 29/2021/TT-BGDDT effective from October 20, 2021)

+ Complete assigned tasks.

(3). Criterion 3: Facilities and teaching equipment

- Criterion 3.1: Area, campus, and yard

+ Construction land area or average minimum construction area per child meets regulations;

+ Has gates, school name signs, walls, or surrounding fences; the campus ensures hygiene, suitable for the landscape, friendly, and safe for children;

+ Has play yards, play porches, class corridors; common play yards; play yards with trees arranged appropriately for the school's conditions, safe, ensuring all children can use them.

- Criterion 3.2: Child group rooms, kindergarten class rooms, and learning service rooms

+ Number of rooms for child groups, kindergarten classes corresponding to the number of age-specific classes;

+ Has common activity rooms, sleeping rooms (common activity rooms can be used as sleeping rooms for kindergarten classes); has rooms for organizing physical education, art education, or multifunctional rooms, ensuring to meet the minimum needs for child nurturing, care, and education activities;

+ Has lighting systems, fan systems (in areas with electricity); has filing cabinets, teaching equipment.

- Criterion 3.3: Administrative and management rooms

+ Has the prescribed types of rooms;

+ Has the minimum equipment in the rooms;

+ Reasonable arrangement of parking areas for administration staff, teachers, and employees ensuring safety and order.

- Criterion 3.4: Dining organization rooms

+ Kitchen built solidly or semi-solidly;

+ Food storage divided into areas for different types of food, ensuring food hygiene safety regulations;

+ Has a refrigerator for food sample storage.

- Criterion 3.5: Equipment, utensils, toys

+ Has equipment, utensils, toys meeting the minimum requirements for child nurturing, care, and education;

+ Equipment, utensils, toys made or outside the regulated list must ensure educational value and safety suitable for children;

+ Annually, equipment is inventoried and repaired.

- Criterion 3.6: Sanitation facilities, water supply, and drainage systems

+ Toilets for children, toilets for administration staff, teachers, employees ensure environmental non-pollution; toilets ensure convenient use for disabled children;

+ Has a drainage system ensuring environmental hygiene; a clean water system ensuring drinking and daily use water for teachers, staff, and children;

+ Collection and treatment of waste and waste products ensure environmental hygiene.

(4). Criterion 4: Relationship between school, family, and society

- Criterion 4.1: Parents' representation board

+ Established and operated according to the Regulation of the Parents' Representative Board;

+ Has an activity plan according to the school year;

+ Organize the implementation of the activity plan on schedule.

- Criterion 4.2: Advisory work with party committee, authorities, and cooperation with organizations, individuals in the school;

+ Advising the party committee, local authorities to implement the school's education plan;

+ Propagating to raise community awareness and responsibility on Communist Party, State, education sector policies, and the school's educational goals, content, and plan;

+ Mobilize and use legal resources from organizations and individuals appropriately.

(5). Criterion 5: Activities and results of child nurturing, care, and education

- Criterion 5.1: Implementation of the preschool education program

+ Implement the preschool education program according to the plan;

+ The school develops the preschool education program issued by the Ministry of Education and Training suitable to the professional regulations of the education management agency and the school condition;

+ Periodically review, evaluate the implementation of the preschool education program, and promptly adjust appropriately.

- Criterion 5.2: Organization of child nurturing, care, and education activities

+ Flexibly implement methods, ensuring suitability with educational goals, preschool children, and school conditions;

+ Organize an educational environment oriented towards enabling children to play and experience;

+ Organize educational activities in diverse forms suitable for children's ages and actual conditions.

- Criterion 5.3: Results of nurturing and health care

+ The school cooperates with local medical facilities to organize health care activities for children;

+ 100% of children undergo health checks, height and weight measurements, and nutritional assessments using growth charts as regulated;

+ At least 80% of malnourished, overweight, and obese children are appropriately intervened, and their nutritional status improves compared with the beginning of the school year.

- Criterion 5.4: Education results

+ Attendance rate of at least 90% for 5-year-old children, 85% for children under 5; schools in difficult areas achieve at least 85% for 5-year-old children and 80% for children under 5;

+ At least 85% of 5-year-old children complete the preschool education program; schools in difficult areas achieve at least 80%;

+ Disabled children in inclusive education and children in difficult circumstances receive individual education plans from the school.
