Under Article 3 of Circular 05/2024/TT-BGDDT, the criteria and conditions for consideration for rank promotion to the professional title of principal lecturer in public universities in Vietnam are as follows:
Criteria and conditions for consideration for rank promotion to the professional title of principal lecturer (grade II), code V.07.01.02
Lecturers in public higher education institutions can register for consideration for rank promotion to the professional title of principal lecturer (grade II), code V.07.01.02 if they meet the following criteria and conditions:
1. The public higher education institution has a need, has a job position corresponding to the professional title grade for which the public employee applies for consideration for rank promotion, and they have been sent to attend the consideration for rank promotion by the competent authority.
2. They are holding the professional title of lecturer (grade III), code V.07.01.03.
3. They have been rated at Qualified or higher in the year immediately preceding the year of consideration for rank promotion to the professional title of principal lecturer (grade II), code V.07.01.02; possess good political qualities and professional ethics; not currently under disciplinary action; not currently subject to regulations related to discipline as prescribed by the CPV and law.
4. They meet the minimum working time requirement while holding the professional title of lecturer (grade III), code V.07.01.03; meet the qualification, and professional competence standards of the position of principal lecturer (grade II), code V.07.01.02 as stipulated in clauses 2 and 3 of Article 6 of Circular No. 40/2020/TT-BGDDT dated October 26, 2020 by the Minister of Education and Training, which stipulates the codes, standards of professional titles, appointment, and salary grading for public teaching employees in public higher education institutions, and amended, supplemented by Circular No. 04/2022/TT-BGDDT dated March 4, 2022 by the Minister of Education and Training.
Thus, lecturers in public universities can register for consideration for rank promotion to the professional title of principal lecturer if they meet the following criteria and conditions:
- The public higher education institution has a need, has a job position corresponding to the professional title grade for which the public employee applies for consideration for rank promotion, and they have been sent to attend the consideration for rank promotion by the competent authority.
- They are holding the professional title of lecturer (grade III), code V.07.01.03.
- They have been rated at Qualified or higher in the year immediately preceding the year of consideration for rank promotion to the professional title of principal lecturer (grade II), code V.07.01.02.
- They possess good political qualities and professional ethics; not currently under disciplinary action; not currently subject to regulations related to discipline as prescribed by the CPV and law.
- They meet the minimum working time requirement while holding the professional title of lecturer (grade III), code V.07.01.03.

What are the duties of principal lecturers at public universities in Vietnam?
Under Clause 1, Article 6 of Circular 40/2020/TT-BGDDT, principal lecturers at public universities in Vietnam have the following duties:
- Teach, guide, and grade capstone projects or graduation theses; participate in teaching master's and doctoral training programs and guide, and evaluate master's theses, and doctoral dissertations if meeting the prescribed standards;
- Lead or participate in building and developing training programs; propose policies, directions, and measures to develop the assigned field or major; actively propose solutions to improve teaching quality, and methods of assessing students' learning and practice outcomes;
- Lead or participate in compiling training books; lead or participate in carrying out scientific and technological tasks;
- Lead and participate in evaluating projects and scientific research topics; write and participate in presenting scientific reports at scientific conferences and workshops; participate in international cooperation activities and ensure the quality of higher education;
- Participate in class headship and academic advising; guide discussions, practicums, experiments, and internships;
- Participate in training lecturers according to the professional and occupational development needs of the faculty or major;
- Study and enhance knowledge in political theory, professional skills, and teaching methods; engage in practical activities to improve the quality of training and scientific research;
- Participate in management duties, CPV and mass organization work, and other duties as per the organizational and operational regulations of public higher education institutions and relevant legal provisions.
What are the qualifications required for principal lecturers at public universities in Vietnam?
Under Point a, Clause 2, Article 6 of Circular 40/2020/TT-BGDDT (amended by Clause 1, Article 2 of Circular 04/2022/TT-BGDDT), a principal lecturer in a public university must meet the following qualifications:
- Have a master's degree or higher suitable to the job position or teaching major;
- Have a retraining certificate according to the standards of the professional titles of university lecturers.
