What are the cases in which the degree classification of post-secondary students in Vietnam will be lowered?
Under Clause 1, Article 3 of the Law on Vocational Education 2014, the post-secondary level is a type of vocational education.
According to Clause 2, Article 4 of the Law on Vocational Education 2014, the goal of post-secondary training is to equip students for abilities to perform elementary-level tasks and some complicated and special tasks; apply technology to their jobs, work independently or work in groups.
Under the provisions of Article 35 of Circular 04/2022/TT-BLDTBXH, the classification of post-secondary graduation is stipulated as follows:
Classification of graduation
1. The classification of graduation is determined based on the accumulative GPA of the whole course as prescribed in Clause 1 Article 32 of this Circular.
2. A learner with at least a very good graduation classification grade will have his/her graduation classification grade deducted by one graduation classification level if:
a) He/she has to retake an exam of a subject or module in the semester regarding the excellent classification; he/she has to retake exams of 2 subjects or modules or more in the semester regarding the very good classification (excluding conditional subjects or modules; temporarily suspended or exempted subjects or modules);
b) He/she has to repeat a learning volume that exceeds 10% of the duration of the program;
c) He/she is disciplined by the school at a warning level or higher during his/her learning time at the school, excluding the disciplinary level prescribed in Clause 2 and Clause 3 Article 17 of this Circular;
Thus, students pursuing a post-secondary program at excellent or above by module or credit method will have their degree classification lowered if they fall into one of the following situations:
- He/she has to retake an exam of a subject or module in the semester regarding excellent classification; he/she has to retake exams of 2 subjects or modules or more in the semester regarding very good classification (excluding conditional subjects or modules; temporarily suspended or exempted subjects or modules);
- He/she has to repeat a learning volume that exceeds 10% of the duration of the program;
- He/she is disciplined by the school at a warning level or higher during his/her learning time at the school, excluding the disciplinary level prescribed in Clause 2 and Clause 3 Article 17 of Circular 04/2022/TT-BLDTBXH.
For year-based post-secondary training as stipulated in Clause 4, Article 27 of Circular 04/2022/TT-BLDTBXH:
Learners with a graduation classification of excellent or above who do not have to retake any graduation exams or repeat any graduation thesis defense will have their degree classification lowered by one-half if they fall into one of the following situations:
- He/she has to retake an exam of a subject or module in the semester regarding excellent classification; he/she has to retake exams of 2 subjects or modules or more in the semester regarding very good classification (excluding conditional subjects or modules; temporarily suspended or exempted subjects or modules).
- He/she has to repeat a learning volume that exceeds 10% of the duration of the program;
- He/she is disciplined by the school at a warning level or higher during his/her learning time at the school, excluding the disciplinary level prescribed in Clause 2 and Clause 3 Article 17 Circular 04/2022/TT-BLDTBXH.

What are the conditions for post-secondary graduation under module or credit-based training in Vietnam?
Under Article 34 of Circular 04/2022/TT-BLDTBXH, the conditions for post-secondary graduation under module or credit-based training in Vietnam are as follows:
Conditions for graduation
1. At the end of the course, or when learners accumulate sufficient modules or credits as prescribed in the program, the principal shall establish a graduation consideration council for learners.
2. A learner is recognized for graduation if he/she satisfies the following conditions:
a) He/she has accumulated sufficient modules or credits as prescribed in the program;
b) His/her GPA of the whole course is at least 2,0 on a 4-point scale;
c) He/she has completed other mandatory requirements prescribed in the program;
d) He/she is not disciplined at a level of suspension from learning for a definite period or more or is prosecuted for criminal liability;
dd) He/she applies for consideration for graduation in case he/she is eligible for early or late graduation compared to the time of the program.
3. If a learner commits a disciplinary violation or violates the law not at the level of criminal liability prosecution, the principal shall organize a disciplinary review before considering the conditions for graduation recognition for that learner.
4. In case a learner is disciplined at the level of suspension from learning for a definite period, after his/her learning suspension time or prosecution for criminal liability period with a conclusion of a competent authority and is not subject to expulsion, the principal shall organize the consideration and recognition of graduation.
Students pursuing a post-secondary program will be recognized for graduation when they meet the following conditions:
- He/she has accumulated sufficient modules or credits as prescribed in the program;
- His/her GPA of the whole course is at least 2,0 on a 4-point scale;
- He/she has completed other mandatory requirements prescribed in the program;
- He/she is not disciplined at a level of suspension from learning for a definite period or more or is prosecuted for criminal liability;
- He/she applies for consideration for graduation in case he/she is eligible for early or late graduation compared to the time of the program.
When can post-secondary students in Vietnam apply for change to training profession or occupation?
Under Clause 2, Article 7 of Circular 04/2022/TT-BLDTBXH, the principal shall specify and decide to allow a learner to change his/her training profession or occupation when:
- The learner has submitted a written request on changing his/her training profession or occupation;
- The training profession or occupation the learner wishes to change to must have the enrollment method and criteria of the same level or lower compared to his/her current training profession or occupation;
- Changing the training profession or occupation must be conducted in the first semester of the program;
- The learner must not be in the period of suspension of his/her current program or adjustment of learning progress, or be disciplined by the school from a warning level or higher or prosecuted for criminal liability.
