According to Article 10 of Circular 26/2021/TT-BGDDT, the responsibilities of higher education institutions in scientific research activities of students are as follows:
- Issue documents regulating organization and scientific research activities of students, including:
+ Procedures for proposing, approving, organizing implementation, assessment, and inspection of scientific research of students;
+ Regulate commendation for students and instructors having meritorious achievements in scientific research activities; honor organizations and individuals making various contributions to scientific research activities of students;
+ Regulate penalties for students and instructors who violate regulations on scientific research of students as per applicable laws;
+ Clarify functions and tasks of entities, organizations, and individuals for scientific research activities of students; obligations and rights of students, instructors, and relevant organizations, individuals;
+ Regulate other details relating to scientific research activities of students.
- Issue and implement annual and long-term plans regarding scientific research activities of students to meet objectives and orientations of higher education institutions and applicable laws.
- Issue regulations on expenditure on scientific research of students in financial regulations of higher education institutions in a manner satisfactory to applicable laws.

What are the responsibilities and rights of students participating in scientific research in Vietnam?
According to Article 12 of Circular 26/2021/TT-BGDDT, the responsibilities and rights of students participating in scientific research are as follows:
- Responsibilities of students:
+ implementing scientific research in a truthful and strict manner;
+ implementing scientific research for students; participating in conferences, science seminar, forums, and other science and technology activities in higher education institutions;
+ complying with regulations and law on intellectual property, science and technology activities, and other regulations of applicable laws.
- Students have the rights to:
+ propose and register scientific research topics;
+ be allowed to employ facility and equipment available in higher education institutions for scientific research;
+ receive funding for scientific research with the amount regulated by higher education institutions;
+ publicize and receive assistance in publicizing research results on science journals, records, and other domestic and foreign science, technology publications as per the law;
+ receive assistance in registering for intellectual property rights for research results as per applicable laws;
+ receive additional scores in academic and training scores; be prioritized for scholarship and competitive titles, forms of commendations as per regulations of higher education institutions;
+ receive other benefits as per the law.
What are the responsibilities and rights of instructors of students in scientific research in Vietnam?
Under Article 11 of Circular 26/2021/TT-BGDDT, the responsibilities and rights of instructors of students in scientific research are as follows:
- Instructors are responsible for guiding students in scientific research, assuming responsibilities of the topics assigned for guidance, and complying with research moral and applicable laws.
- Instructors shall be paid by hour of scientific research, receive salary, and receive other benefits as per regulations of higher education institutions after finishing guiding students in scientific research.
- Instructors whose students attain successful results, achieve domestic and foreign science and technology awards, or possess research results applied and implemented in a manner that yields socio-economic effectiveness shall be prioritized in consideration of competition in all levels and other forms of awards.
What are the objectives of scientific research activities of students in Vietnam?
According to Article 2 of Circular 26/2021/TT-BGDDT, the objectives of scientific research activities of students are:
- Form and develop scientific research capacity for students; develop and nurture potential young scientists satisfactory to high quality personnel training demand.
