What are the conditions for consideration for rank promotion to the professional titles of teachers in Vietnam?

Under Article 3 Circular 34/2021/TT-BGDDT:

Standards and conditions for examination or consideration for rank promotion to the professional titles

Teachers can register for the examination or consideration for rank promotion to a higher adjacent professional title when meeting the following standards and conditions:

1. The educational institution needs it, and the head of the competent managing agency nominates the teacher to take the examination or consideration for rank promotion in the professional title.

2. The teacher has been rated as completing tasks well or better in the year preceding the year of the examination or consideration for rank promotion in the professional title; has good political qualities and professional ethics; is not under disciplinary action, and is not undergoing any regulations related to the discipline of public employees as stated in Article 56 of the amended and supplemented Law on Public Employees at Clause 8, Article 2 of the Law amending and supplementing a number of articles of the Law on Officials, and the Law on Public Employees.

3. The teacher has been appointed to a professional title of preschool, primary, lower secondary school, or upper secondary school teacher appropriate to the position they are currently holding.

4. The teacher meets the standards regardingqualifications, and professional competence of the rank registering for the examination or consideration for rank promotion according to the current regulations on standards of the professional title for teachers issued by the Ministry of Education and Training. In cases where teachers are eligible for exemption from foreign language and informatics exams according to regulations at Clauses 6 and 7, Article 39 of Decree No. 115/2020/ND-CP dated September 25, 2020, of the Government of Vietnam regulating recruitment, use, and management of public employees, they are considered to meet the standards regarding foreign language and informatics of the professional title registered for the examination or consideration for rank promotion.

Pre-university teachers applying this Circular for consideration for rank promotion must meet the standards onqualifications and professional competence of the grade for the registered consideration for rank promotion according to the standards of the professional title for Pre-university teachers issued by the competent authority.

Thus, teachers can register for consideration for rank promotion to a higher adjacent professional title when meeting the following standards and conditions:

- The educational institution needs it.

- The competent authority nominates the teacher to participate in the consideration for rank promotion in the professional title.

- The teacher has been rated as completing tasks well or better in the year preceding the promotion year.

- The teacher ensures general standards, including good political qualities and professional ethics; is not under disciplinary action or undergoing any regulations related to the discipline of public employees.

- The teacher has been appointed to a professional title of preschool, primary, lower secondary school, or upper secondary school teacher appropriate to the position they are currently holding.

- The teacher meets the conditions regarding qualifications and professional competence of the registered grade for promotion. In cases where the teacher is eligible for exemption from foreign language and informatics exams, they are considered to meet the standards regarding foreign language and informatics of the registered grade for promotion.

What does the application for registration for consideration for rank promotion to the professional titles of teachers in Vietnam include?

Under Article 4 Circular 34/2021/TT-BGDDT provides as follows:

Application for registration for the examination or consideration for rank promotion in the professional title

1. The application for registration for the examination or consideration for rank promotion in the professional title is carried out according to the regulations at Article 36 of Decree No. 115/2020/ND-CP dated September 25, 2020, of the Government of Vietnam regulating recruitment, use, and management of public employees.

2. In cases of registration for consideration for rank promotion in the professional title, in addition to the application specified in Clause 1 of this Article, evidence of meeting the standards of the registered professional title for consideration must be submitted according to the instructions in the appendix attached to this Circular.

Thus, the application for registration for consideration for rank promotion to the professional titles of teachers in Vietnam is carried out according to the regulations at Article 36 Decree 115/2020/ND-CP (some contents are repealed by Point c, Clause 38, Article 1 Decree 85/2023/ND-CP) includes:

- Public employee resume according to current regulations, prepared no later than 30 days before the final deadline for submitting the application for consideration for rank promotion in the professional title, with certification from the agency or unit using the public employee;

- The assessment and feedback from the head of the public service provider using the public employee or from the head of the competent authority managing the public service provider regarding the standards and conditions for registration for consideration for rank promotion in the professional title of the public employee according to regulations;

- Copies of diplomas and certificates as required for the professional title for consideration for rank promotion;

In cases where the public employee holds a specialty graduation diploma that meets the output standards for foreign language and informatics required and corresponds to the requirements of the professional title for consideration for rank promotion, it can be used as a replacement for the foreign language and informatics certificates;

In cases where the public employee is exempt from the foreign language or informatics exams, they are exempt from the corresponding certificates;

- Other requirements according to the regulations of the standards of the professional title for consideration for rank promotion.

- Evidence of meeting the standards of the registered professional title for consideration for rank promotion according to the instructions in the appendix attached to Circular 34/2021/TT-BGDDT.

What are the regulations on calculating the scores of the application for consideration for rank promotion to the professional titles of teachers in Vietnam?

According to Article 6 Circular 34/2021/TT-BGDDT, the application for consideration for rank promotion is scored on a 100-point scale, without rounding when summing component scores:

- Score for the group of criteria on educational qualifications and training standards: 20 scores

- Score for the group of criteria on professional competence standards: 80 scores.
