According to Clause 1, Article 5 of Decree 99/2019/ND-CP, the conditions for connecting universities to establish a parent university are as follows:
- At least 3 universities of the same type, either public or private, must merge to form a university, or at least 3 private universities, including non-profit private universities, must merge to form a non-profit private university;
- A draft regulation for the organization and operation of the university must be developed by the merging universities, which defines common goals and missions; regulations on organization, finance, assets; and other contents (if any);
- Approval must be obtained from the direct management authority for public universities or the agreement of investors representing at least 75% of the total contributed capital in each private university, including non-profit private universities.

- A proposal and joint request for the merger from the participating universities;
- Resolution of the university councils regarding participation in the merger;
- A merger scheme detailing the necessity and changes in objectives and missions of the participating universities; a draft regulation on the organization and operation of the university; and solutions for risk management during the merger procedures (if any).
Procedures for handling application to connect universities to establish a parent university in Vietnam
According to Clause 3, Article 5 of Decree 99/2019/ND-CP, the procedures for handling application to connect universities to establish a parent university is as follows:
Step 1: Submit the application
The representative university of the merging universities submits 01 set of application directly or via postal service along with a digital copy to the Ministry of Education and Training or through the online public service portal of the Ministry of Education and Training;
Step 2: Appraise the application and submit it to the Prime Minister for a decision
Within 45 working days from the date of receiving complete application , the Ministry of Education and Training, chairing in cooperation with relevant ministries and central authorities, organizes the appraisal of the application and submits it to the Prime Minister for a decision;
If the application does not meet the requirements, within 10 working days from the date of receipt, the Ministry of Education and Training sends a written notification to the universities outlining the reasons.
Conditions for converting a university into a parent university:
Based on Clause 1, Article 4 of Decree 99/2019/ND-CP, the conditions for converting a university into a parent university are as follows:
- The university must be accredited for meeting the higher education institution quality standards by a lawful education quality accreditation organization;
- It must have at least 03 faculties established according to regulations; offer at least 10 doctoral programs; and have a formal training scale of over 15,000 students;
- Approval must be obtained from the direct management authority for public universities; and the agreement of investors representing at least 75% of the total contributed capital for private universities, including non-profit private universities.

According to Article 4 of Decree 99/2019/ND-CP, the procedures for handling application to convert a university into a parent university is as follows:
Step 1: Submit the application
The university submits 01 set of application directly or via postal service along with a digital copy to the Ministry of Education and Training or through the online public service portal of the Ministry of Education and Training;
The application to convert a university into a parent university includes:
- A proposal requesting the conversion of the university into a university; the university council’s resolution;
- A conversion scheme detailing the necessity and evidence as required; a draft regulation for the organization and operation of the university; solutions for risk management during the conversion procedures (if any); impact assessment of the conversion on personnel, finance, assets, and handling plans.
Step 2: Appraise the application and submit it to the Prime Minister for a decision
Within 30 working days from the date of receiving complete application , the Ministry of Education and Training organizes the appraisal of the application and submits it to the Prime Minister for a decision;
If the application does not meet the requirements, within 10 working days from the date of receipt, the Ministry of Education and Training sends a written notification to the university outlining the reasons.
