What is Regulation 232 QD TW 2025 on the implementation of the Charter of the Communist Party of Vietnam about?
On January 20, 2025, the Central Executive Committee issued Regulation 232-QD/TW 2025 on the implementation of the Charter of the Communist Party of Vietnam.
Regulation 232-QD/TW in 2025 stipulates the implementation of 44 Articles of the Charter of the Communist Party of Vietnam 2011.
Regulation 232-QD/TW in 2025 was issued within the CPV system to the CPV cells and is effective from January 20, 2025. CPV organizations and members are responsible for implementation.
Previous regulations conflicting with the contents of Regulation 232-QD/TW in 2025 are abolished.

From January 20, 2025, will individuals who left the Communist Party of Vietnam only be readmitted after 36 months?
In subsection 3.5 of Section 3 of Regulation 232-QD/TW in 2025:
3.5. Regarding the Readmission to the Communist Party of Vietnam
3.5.1. Individuals considered for readmission must meet the following criteria:
a) Meet the conditions and standards of a person entering the Communist Party of Vietnam as specified in Article 1 of the Charter of the Communist Party of Vietnam.
b) Have left the Communist Party of Vietnam for a minimum of 36 months (specifically, for those convicted of minor crimes, it must be 60 months since their criminal record was cleared; for members expelled for violating population policies and family planning, implement according to the Secretariat's regulation); apply for re-admission to the Communist Party of Vietnam; be approved in writing by the provincial or city CPV committee (or equivalent), and assessed and decided by a competent CPV committee (district and equivalent).
c) Follow the procedures stipulated in Clauses 1, 2, 3, Article 4 of the Charter of the Communist Party of Vietnam.
3.5.2. Individuals Ineligible for Readmission.
Individuals who previously left the Communist Party of Vietnam for reasons such as voluntarily leaving CPV meetings, applying for withdrawal from the Communist Party (except for cases with special family difficulties), causing serious internal division, criminal conviction for corruption, or serious crimes and above are not considered for readmission.
3.5.3. Readmission is Only Granted Once.
3.5.4. Members readmitted must undergo a probationary period.
Thus, members who leave the Communist Party of Vietnam must wait at least 36 months before being eligible for readmission, if they meet the criteria. For individuals convicted of minor crimes, it must be 60 months from the date of expungement of the criminal record.
Additionally, individuals who previously left the Communist Party of Vietnam for reasons such as voluntarily leaving CPV meetings, applying for withdrawal from the Communist Party (except for cases with special family difficulties), causing serious internal division, criminal conviction for corruption, or serious crimes and above are not considered for readmission.
What are the guidelines for resolving the membership of communist party members in Vietnam?
According to subsection 5.2 of Section 5 of Regulation 232-QD/TW in 2025, the resolution of membership of communist party members is as follows:
- No reconsideration is required for communist party members with membership issues previously reviewed and concluded by the competent authority without any new issues discovered.
- Only consider reinstating membership rights and continuous Party age for individuals expelled from the Communist Party of Vietnam who have been verified by the competent authority as wrongly expelled and who have not violated membership status since their expulsion.
- communist party members admitted before the 3rd National Congress of the Communist Party of Vietnam (September 5, 1960) and before April 30, 1975 (in regions south of the Ben Hai River) who were under 18 at the time of admission shall retain their original date of entry into the Communist Party of Vietnam
- communist party members admitted during the resistance against the French before July 1954 and those admitted during the resistance against the US in regions south of the Ben Hai River (from July 1954 to December 1973) with only one Party introduction can still have their membership recognized.
- Comrades who were part of the Viet Minh or a covert revolutionary mass organization (before February 1951) and later involved in CPV cell activities shall have their CPV cell activity date recognized as the date of admission to the Communist Party of Vietnam.
- For comrades involved in the resistance against the French (before July 1954) and during the resistance against the US (from July 1954 to April 30, 1975) in regions south of the Ben Hai River, who have not been admitted to the Communist Party but were assigned party duties such as party propaganda or establishment of CPV cells, the date they were assigned such duties or established CPV cells shall be recognized as the date of admission to the Communist Party of Vietnam.
For individuals who were sympathizers entrusted with certain tasks by the party to test their capabilities (such as liaison activities or enemy monitoring), but not formally admitted to the Communist Party, yet mistakenly thought they were, and subsequently participated in CPV meetings, if deemed to have the qualities of a communist party member, they shall be recognized as communist party members from the date they joined CPV meetings.
- Communist party members whose membership is in doubt should be carefully reviewed. If post-investigation there is sufficient basis to conclude they were admitted according to the Charter of the Communist Party of Vietnam or as per the stipulations above and have remained active in CPV meetings, maintaining their Party status, the competent authority can recognize them as communist party members. If it is concluded that a person falsely claimed membership, the competent authority shall decide to remove their name from the list of communist party members.
- communist party members who did not participate in CPV meetings due to membership interruption shall not have their status reinstated if it is determined that the violation was caused by the individual. They will be notified of their removal from the list of communist party members.
If the violation was not due to the individual's actions and they are confirmed by their working or residential unit to have fulfilled their assigned responsibilities and civic duties and maintained ethical standards during the time of non-participation, they may be considered for reinstatement of CPV meetings.
