What is the full text of Regulation 232 QD TW 2025 on the implementation of the Charter of the Communist Party of Vietnam?

On January 20, 2025, the Central Executive Committee promulgated Regulation 232-QD/TW 2025 on the implementation of the Charter of the Communist Party of Vietnam.

Regulation 232-QD/TW 2025 on the implementation of the Charter of the Communist Party of Vietnam takes effect from January 20, 2025. Previous regulations conflicting with the content of Regulation 232 2025 are revoked.

The Central Executive Committee of the Communist Party of Vietnam assigns the Politburo, the Secretariat to direct specialized agencies to research and guide the methods, processes, procedures, and operations to concretize the charter provisions of the Communist Party of Vietnam, suitable to the current situation and requirements of building the Communist Party of Vietnam today.

What are the conditions for re-admission to the Communist Party of Vietnam according to Regulation 232 QD TW 2025?

Under sub-section 3.5.1 of Section 3 of Regulation 232-QD/TW 2025, persons considered for re-admission must meet the following conditions:

- Meet the conditions and standards of a person entering the Communist Party of Vietnam as specified in Article 1 of the Charter of the Communist Party of Vietnam.

- Have left the Communist Party of Vietnam for a minimum of 36 months (specifically, for those convicted of minor crimes, it must be 60 months since their criminal record was cleared; for members expelled for violating population policies and family planning, implement according to the Secretariat's regulation); apply for re-admission to the Communist Party of Vietnam; be approved in writing by the provincial or city CPV committee (or equivalent), and assessed and decided by a competent CPV committee (district and equivalent).

- Properly follow the procedures mentioned in sections 1, 2, and 3, Article 4 of the Charter of the Communist Party of Vietnam 2011:

(1) Admission Procedure (including re-admission):

- The person entering the Communist Party of Vietnam must:

+ Submit a voluntary application to join the Communist Party of Vietnam;

+ Honestly report personal background to the cell;

+ Be introduced by two official members.

In places with Ho Chi Minh Communist Youth Union organizations, young individuals wishing to join the Communist Party of Vietnam must be union members and introduced by the local union executive committee and one official member.

In agencies and enterprises without Ho Chi Minh Communist Youth Union organizations, individuals looking to join the Communist Party of Vietnam must be trade union members, introduced by the local trade union executive board and one official member.

(2) The introducer must:

- Be an official party member and have worked with the applicant for at least one year;

- Report to the cell on the background, qualities, and capabilities of the applicant and take responsibility for the introduction. If there are any unclear matters, report them for the cell and higher levels to review.

(3) Responsibility of the cell and committee:

- Before the cell considers and proposes admission, the cell committee checks the applicant's eligibility and gathers feedback from the socio-political organizations where the applicant engages.

The political history of the applicant must adhere to the Central Executive Committee's regulations.

- The cell considers and proposes admission individually; if at least two-thirds of official members endorse, it is proposed to a higher committee; upon the higher committee's decision, the cell organizes individual admissions.

- The internal CPV committee considers; if at least two-thirds of committee members endorse, propose to the direct higher committee.

- The standing committee of the supervisory CPV committee or authorized internal CPV committee evaluates and decides on individual admissions.

What are the eligibility requirements for students to join the Communist Party of Vietnam?

Under Section 1 of Regulation 232-QD/TW 2025 regarding the age and qualification of individuals joining the Communist Party of Vietnam:

Age and qualification for Joining the Communist Party of Vietnam

1.1. Regarding Age.

1.1.1. At the time of cell consideration for admission, the applicant must be from 18 to 60 years old (calculated by months).

1.1.2. Admission for individuals over 60 is reviewed and decided by the CPV committee subordinate to the Central Executive Committee.

1.2. Regarding qualification.

1.2.1. The applicant must possess at least a lower secondary diploma.

1.2.2. For individuals in mountainous areas, islands, ethnic minority regions, particularly disadvantaged areas, and other specific cases where the general regulations cannot be fulfilled due to Party development needs, follow the Secretariat's guidance.

Simultaneously, Article 1, clause 2, of the Charter of the Communist Party of Vietnam 2011 stipulates members as follows:

...

2. Vietnamese citizens aged eighteen and above; acknowledging and voluntarily implementing the political program, Charter of the Communist Party of Vietnam, standards, and duties of Party members, participating in a basic Party organization; demonstrating excellence in practice and being trusted by the people can be considered for admission to the Communist Party of Vietnam.

Thus, students may be admitted if they meet the following eligibility requirements:

- Be at least 18 years old (calculated by months).

- Have at least a lower secondary diploma.

- Acknowledge and voluntarily: Implement the political program, Charter of the Communist Party of Vietnam, standards, and duties of Party members, and participate in a basic Party organization.

- Prove to be excellent in practice and trusted by the populace.

- Specifically concerning the qualification of individuals joining the Communist Party of Vietnam living in mountainous areas, islands, ethnic minority regions, particularly disadvantaged areas, and other specific cases due to development requirements that do not meet the general regulations, follow the Secretariat's guidance.
