What are regulations on standard training level for lower secondary school teachers in Vietnam?

Based on Clause 1, Article 30 of the Charter of lower secondary schools, upper secondary schools, and multi-level schools promulgated with Circular 32/2020/TT-BGDDT, the standard training level for lower secondary school teachers is as follows:

- Lower secondary school teachers must have a standard qualification of a bachelor's degree in teacher training (or a bachelor's degree in education) or a bachelor's degree in a relevant discipline with a certificate of pedagogical training as per legal regulations.

- In case teachers have not yet met the standard training level, the school and educational management agencies should facilitate their training and further education as per legal regulations.

What are duties and powers of lower secondary school teachers in Vietnam?

Duties of lower secondary school teachers

According to Article 27 of the Charter of lower secondary schools, upper secondary schools, and multi-level schools promulgated with Circular 32/2020/TT-BGDDT, lower secondary school teachers have the following duties:

- Perform teaching and education activities as planned by the school and the professional team; manage students in education activities organized by the school; participate in professional activities; be accountable for the quality and effectiveness of education.

- Cultivate ethics, uphold responsibility, maintain the qualities, honor, and reputation of teachers; set an example for students; love, treat fairly and respect the personality of students; protect the legitimate rights and interests of students; unite and assist colleagues.

- Study and train to improve health, political awareness, professional qualifications, and innovate teaching methods and education.

- Participate in professional training and development.

- Participate in local secondary education popularization work.

- Fulfill civic duties, comply with laws and education sector regulations, adhere to principal’s decisions; perform tasks assigned by the principal, and be subject to inspection and evaluation by the principal and educational management levels.

- Coordinate with the Ho Chi Minh Young Pioneer Organization, Ho Chi Minh Communist Youth Union, Vietnam Youth Union, students' families, and relevant social organizations to organize educational activities.

- Perform other tasks as prescribed by law.

Powers of lower secondary school teachers

Based on Article 29 of the Charter of lower secondary schools, upper secondary schools, and multi-level schools promulgated with Circular 32/2020/TT-BGDDT, lower secondary school teachers have the following rights:

- Autonomously carry out professional tasks with the support and assignment from the professional team and the school.

- Receive salary, allowances, preferential policies (if any) as per regulations; be eligible for title changes; and enjoy material and spiritual benefits as per regulations.

- Be facilitated to study and improve political awareness, professional qualifications, receive the same salary, allowances, and other policies during authorized training and education.

- Be permitted to engage in lecturing contracts, and scientific research at other schools or educational and scientific research institutions, provided they complete their tasks at their workplace and obtain written consent from the principal.

- Have personal dignity, honor, and body protected.

- Enjoy summer vacation and other holidays as prescribed by law.

- Other rights as prescribed by law.

Additionally, teachers serving as homeroom teachers will have the following additional rights besides the above:

- Attend classes and other educational activities of the students in their homeroom class.

- Attend meetings of the reward and disciplinary councils when resolving matters related to students in their homeroom class.

- Attend training sessions and thematic conferences on homeroom work.

- Have the authority to grant permission for students with legitimate reasons to take a leave of absence for no more than 03 consecutive days.

- Enjoy reduced teaching hours as per regulations.
