What are duties and powers of teachers of lower and upper lower secondary schools in Vietnam?
1. Duties
According to Article 27 of the Charter for lower secondary schools, upper secondary schools, and multi-level schools issued together with Circular 32/2020/TT-BGDDT, public lower secondary school and upper secondary school teachers have the following duties:
- Perform the tasks of organizing teaching activities and education according to the school's education plan and the plan of the professional group; manage students in educational activities organized by the school; participate in professional activities; be responsible for the quality and effectiveness of education.
- Cultivate ethics, uphold a sense of responsibility, maintain the character, honor, and prestige of teachers; set an example for students; love, treat fairly, and respect the personalities of students; protect the legitimate rights and interests of students; unite and assist colleagues.
- Study and train to improve health, political level, professional expertise, and renew teaching and education methods.
- Participate in professional and expertise training.
- Participate in local lower secondary school education universalization.
- Fulfill civic duties, comply with laws and regulations of the Education sector, the decisions of the principal; perform tasks assigned by the principal, be subject to inspection and evaluation by the principal and education management levels.
- Coordinate with the Ho Chi Minh Young Pioneers Organization, the Ho Chi Minh Communist Youth Union, the Vietnam Youth Federation, students' families, and related social organizations to organize educational activities.
- Perform other tasks as prescribed by law.
2. Powers
According to Article 29 of the Charter for lower secondary schools, upper secondary schools, and multi-level schools issued together with Circular 32/2020/TT-BGDDT, public lower secondary school and upper secondary school teachers have the following powers:
- Autonomously perform professional duties with the allocation and support of the professional group and the school.
- Receive salaries, allowance policies, preferential policies (if any) as prescribed; change professional titles; enjoy material and spiritual benefits as prescribed.
- Be facilitated to study, train to improve political, professional qualifications, enjoy full salaries, allowances according to salaries, and other policies as prescribed when assigned by competent authorities to study and train.
- Contract for lecturing, scientific research at other schools, educational institutions, or research institutions provided that they complete their duties at their place of work and have written consent from the principal.
- Be respected and protected regarding their dignity, honor, and body.
- Enjoy summer breaks and other holidays as prescribed by law.
- Other rights as prescribed by law.
Additionally, teachers serving as class homeroom leaders have the following additional rights:
- Attend other lessons and educational activities of students in their homeroom class.
- Attend reward and discipline council meetings when dealing with issues related to students in their homeroom class.
- Attend training sessions and thematic conferences on homeroom work.
- Allow individual students with reasonable excuses to take leave for no more than 03 consecutive days.
- Receive a reduced teaching workload as prescribed.

According to Clause 1, Article 31 of the Charter for lower secondary schools, upper secondary schools, and multi-level schools issued together with Circular 32/2020/TT-BGDDT, pulic lower secondary school and upper secondary school teachers are prohibited from:
- Offending the honor, dignity; attacking the body of students and colleagues.
- Cheating in tests, exams, and recruitment; cheating in the assessment of students' study and training results; skipping classes, arbitrarily reducing teaching content.
- Distorting teaching and educational content; teaching incorrect knowledge, against the viewpoints and guidelines of the Communist Party of Vietnam and the State of Vietnam.
- Forcing students to take extra classes for money; taking advantage of sponsorships and support for education to coerce monetary or material contributions.
- Smoking, drinking alcohol, beer, and using stimulants while participating in teaching and educational activities.
- Obstructing and creating difficulties in the support and service of teaching, educating students, and other tasks.
What are the educational qualification standards for lower and upper secondary school teachers in Vietnam?
As stipulated in Clause 1, Article 30 of the Charter for lower secondary schools, upper secondary schools, and multi-level schools issued together with Circular 32/2020/TT-BGDDT, lower secondary school teachers must have a minimum qualification of a bachelor's degree in teacher education or a bachelor's degree in a relevant field and a pedagogical training certificate as prescribed by law.
In cases where teachers do not meet the required educational qualifications, the school and education management agencies will facilitate training and professional development according to law.
