Regarding this issue, LawNet would like to answer as follows:

1. Principles of organization and operation of the Vietnam Fund for Victims of Agent Orange/dioxin

- The Fund operates in accordance with the Fund Charter recognized by the State management agency and other relevant laws; The Fund's activities are not for profit.

- The Fund operates under the direction and management of the Central Standing Committee of the Vietnam Association of Agent Orange/dioxin Victims and the Fund Management Council, which includes representatives of the central leadership of the Vietnam Association of Agent Orange/dioxin Victims, leaders of a number of relevant central ministries, departments, and agencies, and leaders of a number of socio-political organizations.

- Making all revenues and expenditures public and transparent in terms of finances and assets as prescribed by law.

- The Fund is subject to the inspection and supervision of the Fund Control Board.

- The Fund performs accounting, auditing, and statistical work in accordance with the law, opens full books of records, and publicizes the list of organizations and individuals contributing, sponsoring,
list of victims receiving care and help.

2. Tasks of the Vietnam Association for Victims of Agent Orange/dioxin Foundation

- Develop short-term and long-term projects and programs on mobilizing domestic and foreign funding to maintain and develop financial sources for care and help for victims.

- Mobilize domestic organizations and individuals and foreign governments and non-governmental organizations to sponsor the Fund; receive assets from domestic and foreign individuals and organizations in accordance with the Fund's principles and purposes and as prescribed by law.

- Store reports, records, vouchers, and documents on the assets and finances of the Fund; resolutions and minutes on the Fund's activities in accordance with law.

- Annually, the Fund must submit a report on the organization, operation, and financial statements to the agency that allows the establishment and recognition of the Fund's Charter, state financial management agency at the same level, and publicize the Fund's revenues and expenditures before March 31 of the following year.

- Check and control the use of money and materials used to help Agent Orange/dioxin victims and the Fund's operations in accordance with financial purposes and principles.

- Preservation and financial growth of the Fund.

- Perform other duties as prescribed by law.

3. Powers of Vietnam Association for Victims of Agent Orange/dioxin Foundation

- Organize and operate according to the Fund Charter approved by competent state agencies and relevant legal documents.

- Receive, manage, and make plans to use all domestic and foreign revenues to ensure the performance of the task of caring for and helping victims according to the guidelines and plans of the Fund Management Council.

- Propose objects, forms, methods, and levels of support and help for victims.

- Deduct the prescribed percentage for reciprocal implementation of projects and programs in line with the Fund's principles and purposes.

- The entire amount and assets of the Fund shall be used for the right purposes by the right subjects in a timely, public, and transparent manner.

4. Principles and purposes of the Vietnam Association for Victims of Agent Orange/dioxin Foundation

The Vietnam Association for Victims of Agent Orange/dioxin Foundation (hereinafter referred to as the Fund) belongs to the Vietnam Association of Agent Orange/dioxin Victims, a non-profit organization, established to mobilize social resources at home and abroad to take care of and help Vietnamese Agent Orange/dioxin victims reduce difficulties, improve their lives, and integrate into the community.
