The Vietnam Association for Victims of Agent Orange/dioxin Foundation (hereinafter referred to as the Fund) under the U.S.-Vietnam Dialogue Group on Agent Orange/Dioxin is a non-profit organization established for the purpose of mobilizing social resources at home and abroad to care for and help Vietnamese victims of Agent Orange/dioxin to reduce difficulties, improve their lives, and integrate into the community.

According to Article 14 of the Charter of Victims of Agent Orange/dioxin Vietnam Fund issued together with Decision 1365/QD-BNV 2009, subjects receiving help from the Fund include:
- People infected with toxic chemicals used by the US during the war in Vietnam are the subjects of care and help, both mentally and materially.
- Children and grandchildren of victims are born with disabilities, deformities, or other diseases caused by toxic chemicals.
- Priority to be taken care of and helped first is the victim's family with special difficulties and the victim in remote and remote areas.
The Vietnam Association for Victims of Agent Orange/dioxin Foundation will help the subjects mentioned in Section 2 through the following forms:
(1) Giving money, gifts, medicines, means of rehabilitation, and serving daily life.
(2) Assistance with housing construction and home repair.
(3) Medical treatment allowance, sickness allowance, and long-term hospital stay.
(4) Nurturing in health care facilities under the part-time or time-stay regime or on a regular basis.
(5) Granting scholarships for cultural studies and vocational training.
(6) Donating or lending money without interest to use as capital for production and business, open teaching classes, vocational training, and job consulting.
(7) Subsidies in times of unexpected difficulties and other forms of help depending on the specific circumstances of the victim and the Fund's financial capacity.

The Vietnam Association for Victims of Agent Orange/dioxin Foundation is responsible for performing the following tasks:
- Develop short-term and long-term projects and programs to mobilize domestic and foreign funding to maintain and develop financial resources for victim care and assistance activities.
- Mobilize domestic organizations and individuals and foreign governments and non-governmental organizations to sponsor the Fund; receive assets from domestic and foreign individuals and organizations in accordance with the Fund's principles and purposes and according to the provisions of law.
- Store reports, records, vouchers, and documents on the Fund's assets and finances; resolutions and minutes on the Fund's activities according to the provisions of law.
- Every year, the Fund must submit reports on its organization, operations, and financial reports to the agency that allows its establishment and recognizes the Fund's Charter, state financial management agency at the same level, and publicly disclose the Fund's revenues and expenditures before March 31 of the following year.
- Check and control the use of money and materials spent to help victims of Agent Orange/dioxin and the Fund's activities in accordance with the purpose and financial principles.
- Preserve and grow the Fund's finances.
- Perform other tasks according to the provisions of law.
