Subjects and criteria for awarding Commemorative medals "For the cause of People's Health" in Vietnam

Pursuant to Article 8 of Circular 25/2023/TT-BYT, it is stipulated that the Commemorative medal of the health sector is the Commemorative medal ""For the cause of People's Health"". Subjects and criteria for awarding the Commemorative medal "For the People's Health" are specifically as follows:

(1) Subjects and criteria for awarding Commemorative medals (except for population fields):

- Individuals who have worked in the health sector for 20 years or more for men and 15 years or more for women. In case an individual directly works as a technical professional and has working time in the specialties of Tuberculosis, Leprosy, Psychiatry, X-ray, Pathology, Forensic Medicine, Forensic Psychiatry, Resuscitation, Emergency - Poison Control, Pediatrics, Traditional Medicine; individuals taking care of people infected with HIV and AIDS; individuals directly exposed to toxic chemicals or individuals working in border areas, at sea, on islands, or in areas with particularly difficult economic conditions according to Government regulations, each year of work in a specialty or area is converted into 01 year and 02 months;

- Individuals outside the health sector and foreign individuals who have contributed clearly to the completion of the tasks of the health sector, are recognized by the collective and highly appreciated by the Minister of Health, including: Party and State leaders; leaders of ministries, departments, branches and unions at the Central level; leaders of agencies under the Government, news agencies and press; Leaders of provinces and centrally run cities have contributed to the management and direction, contributing to the successful implementation of the cause of protecting, caring for and improving people's health; individuals who have made great material and spiritual contributions to the health sector; Foreign individuals who have made outstanding contributions to the cause of protecting, caring for and improving people's health; Individuals who have courageous actions or contributions in preventing, combating and overcoming the consequences of natural disasters, epidemics and disasters contribute to the successful implementation of the cause of protecting, caring for and improving people's health.

(2) Subjects and criteria for awarding Commemorative medals to individuals working in the field of population:

- Individuals with 12 consecutive years or more working in population work at agencies or organizations at district level or higher;

- Individuals who have had 10 consecutive years or more working in population work in communes, wards, or towns; in cases where individuals work in border areas, on the sea, on islands, or in areas with particularly difficult economic conditions according to Government regulations, they must have 8 consecutive years or more;

- Population collaborators in residential groups, villages, hamlets, hamlets, hamlets, villages, phum, and squirrels have 08 consecutive years or more working on population work; For population collaborators working in border areas, on the sea, on islands, or in areas with particularly difficult economic conditions according to Government regulations, they must have had 6 consecutive years or more;

- Individuals with 15 years or more of concurrent population work;

- Officials leading and directing population work have contributed to directing the successful implementation of population goals and targets for one term or more.

(3) Commemorative medal "For the People's Health" awarded or posthumously awarded by the Minister of Health to individuals specified in Articles 17 and 25 of the Law on donation, removal and transplantation of human tissues and organs and the donation and recovery of cadavers 2006.

(4) Commemorative medal ""For the cause of People's Health"" awarded once by the Minister of Health to individuals who have contributed to the cause of protecting, caring for and improving people's health.

(5) The Ministry of Health (Department of Personnel Organization) registers with the Ministry of Home Affairs the title "For the People's Health".

(6) In case an individual is disciplined, the time of disciplinary action is not counted in the time to consider awarding a Commemorative medal. Individuals who have been considered for the Commemorative medal "For the Cause of Population" do not request to be considered for the Commemorative medal ""For the cause of People's Health"".

Responsibilities of organizations and individuals in emulation and commendation work in the health sector

Pursuant to Article 3 of Circular 25/2023/TT-BYT regulating the responsibilities of organizations and individuals in emulation and commendation work in the health sector as follows:

- The Minister of Health launches and directs the emulation movement and reward work throughout the health sector; signs reward decisions according to authority; and takes responsibility for emulation and reward work in the health sector.

- The Emulation and Commendation Council of the Ministry of Health is responsible for:

+ Chair or coordinate with heads of units under and under the Ministry of Health to advise the Minister on policies, contents, programs, plans, and measures to organize, launch, direct, and summarize emulation movements and reward work in various fields or throughout the health sector;

+ Guide, urge, inspect, summarize, and summarize the emulation movement and reward work; discover and replicate advanced examples of good people and good deeds in the health sector;

+ Appraise documents requesting approval for emulation titles and forms of reward, submit them to the Minister for consideration and award, or submit them to competent authorities for consideration and award of emulation titles and forms of reward according to the provisions of the law.

- Vietnam Medical Union develops plans and coordinates with the Ministry of Health to organize movement activities launched by the Union; summarize emulation movements, and propose collectives and individuals with outstanding achievements to the Minister of Health for rewards.

- Heads of units under and under the Ministry of Health are responsible for:

+ Direct and organize the launch of emulation movements, discovery, fostering, and replication of advanced examples; recommend rewards;

+ Direct the development of plans to organize and launch annual thematic emulation movements within the entire industry or field under the Ministry of Health, which must clearly state specific reward standards and send them to the Standing Council of Emulation and Commendation of the Ministry of Health (Department of Personnel Organization) before organizing the emulation movement;

+ Organize preliminary, summary, and evaluation of the results of the emulation movement and select collectives and individuals with outstanding and typical achievements to submit to the Minister of Health for reward or request to superiors for reward according to the regulations of the Law.

- Media, press, and publishing agencies; units belonging to and directly under the Ministry of Health; the Department of Health of provinces and centrally run cities is responsible for propagating the Party's guidelines, the State's policies, and laws on emulation and commendation; Actively participate in discovering individuals and groups with outstanding achievements; popularize; set a typical example of innovation; encourage good people and good deeds; and contribute to cheering and encouraging the emulation movement. Propaganda work accurately reflects the results of the emulation movement, and reward work; promptly reflects and fights against violations of the law on emulation and commendation.

- Organizations and individuals who request competent authorities to consider awarding emulation titles or forms of reward must be responsible before the law for the accuracy of records and documents.
