1. General standards for head and deputy head of the education and training department in Vietnam

The general standards for the head and deputy head of the education and training department, according to Article 3 of Circular 10/2019/TT-BGDDT, are as follows:

- Master the Party's guidelines, policies, and laws of the state in the field of education and training and related fields to apply to the leadership and management of the education sector at the local level. Serve as a role model in ethics, lifestyle, and compliance with the Party's guidelines, policies, and laws.

- Have the ability to forecast, strategic thinking, development orientation, and practical summary; ability to manage changes, handle information; and communication in education and training.

- Have the ability to provide advice to the People's Committee at the district level, the Chairman of the People's Committee at the district level in building and implementing guidelines and policies on education and training; organizational capacity to implement tasks under the state's responsibility for education management of the department of education and training as regulated to address issues in education and training at the local level.

- Have the ability to mobilize the masses, foster internal solidarity, and implement democracy; build a cultural working environment, promote the creativity of members in the department of education and training and affiliated educational institutions.

- Have the ability to coordinate with relevant agencies, organizations, and individuals to fulfill assigned tasks.

- Hold a bachelor's degree in pedagogy or a bachelor's degree and have a certificate of pedagogical professional development.

- Have a certificate of training program for the head and deputy head of the education and training department as regulated by the Ministry of Education and Training.

- Have at least 5 years of working experience in the education sector.

2. Standards for the title of head of the education and training department

The standards for the title of head of the education and training department according to Article 4 of Circular 10/2019/TT-BGDDT are as follows:

- Meet the standards specified in section 1.

- Have experience serving as deputy head of the education and training department or equivalent; principal of an educational institution or equivalent.

- Be granted the authority to approve the planning of the title of Department Head or equivalent.

3. Standards for the title of deputy head of the education and training department in Vietnam

The standards for the title of deputy head of the education and training department according to Article 5 of Circular 10/2019/TT-BGDDT are as follows:

- Meet the standards specified in Section 1.

- Have experience serving as a principal or vice principal of an educational institution or equivalent; a specialized public employee.

- Be granted the authority to approve the planning of the title of deputy head or equivalent.

3. Principles for applying the standards for the title of head and deputy head of the education and training department in Vietnam

The principles for applying the standards for the title of head and deputy head of the education and training department according to Article 2 of Circular 10/2019/TT-BGDDT are as follows:

- The standards for the titles of head and deputy head specified in Circular 10/2019/TT-BGDDT are the basis for the competent authority to conduct inspections, checks, and supervision of appointments, reappointments, dismissals, planning, training, and professional development of the titles specified in Article 1, Clause 1 of Circular 10/2019/TT-BGDDT.

- Officials and public employees, when considered for appointment to hold the titles specified in Article 1, Clause 1 of Circular 10/2019/TT-BGDDT, must meet the general and specific standards for each title as regulated in Circular 10/2019/TT-BGDDT and other relevant laws.
