Regulations on mobile library operation in Vietnam

Circular 05/2022/TT-BVHTTDL guiding the operation of mobile libraries and the circulation of information resources, in which specific regulations on mobile library operation in Vietnam are as follows:

1. Development of information resources

- Surveying locations, objects, and needs of users that the library is responsible for serving as a basis to select and supplement types of information resources that are suitable for the level and needs of users.

Prioritizing the selection of information resources for local economic, cultural, and social development and information resources for specific target groups such as children, the elderly, people with disabilities, ethnic minorities, those in border areas, islands, areas with difficult or extremely difficult socio-economic conditions, and specialized target groups (managers, researchers, businesses, organizations, and individuals who have a need to use information resources for production and business);

- Report on survey results, make a list of selected information resources, and include them in the library's annual mobile library operation plan. The selection of information resources must satisfy the following requirements:

+ Information resources are printed documents with at least 03 copies or more for 01 book title in the library's bookstore and are not subject to information resources being restricted from use as prescribed;

+ Information resources are up-to-date, not outdated, and suitable to the needs of each service or rotation point;

+ For information resources that are digital documents, they must comply with the provisions of the law on intellectual property and other relevant regulations.

- Supplementing information resources in the form of receiving publications, purchasing information resources, accessing databases, digital information resources, open information resources, information resources belonging to the public, and other valuable online information resources.

2. Information processing and organization of information searches shall comply with the professional process in service of the search and use in accordance with the provisions of law.

3. Creating and providing library information products and mobile library services that are scientific and modern, suitable to the functions and tasks of the library and the needs of library users.

- Library information products include: information retrieval system, a bibliographic database, data, and full text; a thematic information directory serving target groups; other library information products formed in the process of processing information resources of the library selected by the library for mobile service;

- Library services include: organizing reading space, providing on-site information resources; advising and guiding the use of information resources of the library; public computer and internet access; organizing reading promotion activities; providing information upon request; and other services in accordance with the library's functions and tasks as prescribed by law.

4. Communication in mobile library operation

- To plan and organize communication and advocacy activities associated with national and local events and other events of the library industry in accordance with law;

- To introduce information resources, products and services, utilities of the library, and other contents as prescribed by law; building public relations, the image of the library;

- To display, exhibit, and introduce books, combining propaganda and the introduction of mobile library operation through the media and social networks; integrate the activities of the mobile library in the events of Vietnam Book and Reading Culture Day, reading promotion contests, and other cultural and educational activities.

5. Statistics on service efficiency according to the number of people served, the number of information resources, and other indicators according to Form No. 01 specified in the Appendix attached to Circular 05/2022/TT-BVHTTDL.

6. Evaluation of mobile library operation in accordance with the law on assessment of library activities.

7. Inventory the quantity of damaged information resources in order to have an appropriate preservation plan for reuse.

Damaged information resources are printed documents that are no longer recoverable or lost and are included in the list of information resources requested for purification in accordance with the law.
