The process of wastewater sample testing by the People's Public Security Force is regulated in Article 19 of Circular 71/2023/TT-BCA as follows:
- The testing unit, upon receiving the wastewater sample for testing, must evaluate the sample and consider the testing requirements to determine its compatibility with the testing capacity. In cases where it is not compatible with the testing capacity, the testing may be rejected or coordinated with another unit to perform. In cases where the wastewater sample is accepted for testing, it will be encoded and assigned to an officer for testing.
- The testing officer will prepare the necessary equipment, tools, chemicals, and materials based on the parameters and testing methods for wastewater sample testing.
- The testing officer will conduct the testing according to the established procedure for each specific method.
- Completion of the wastewater sample testing.
The testing officer is responsible for writing the testing report according to the Environmental Testing Report template in the laboratory and the environmental testing conclusion according to the Environmental Testing Conclusion template or the Environmental Testing Conclusion template with a laboratory certification that meets the National and International Standards ISO/IEC 17025. In cases where the conditions for the conclusion are not met, the results will be written according to the Environmental Testing Result template or the Environmental Testing Result template with a laboratory certification that meets the National and International Standards ISO/IEC 17025. The remaining portion of the sample after testing will be stored according to the regulations on quality control and environmental sample management. The storage period for the wastewater sample testing is 30 days after the completion of the testing, unless otherwise requested.
+ The environmental testing equipment storage room must have an area of at least 15 m2, air conditioning, humidity control, temperature monitoring, and a temperature range of 10 to 30°C and humidity ≤ 80%.
+ The environmental sample testing room should be separate from the environmental testing equipment storage room and equipped with an analysis desk, toxic gas extractor, rack or cabinet for materials and chemicals, instrument cleaning basin, air conditioning, ventilation fan, and a temperature range of 23 ± 7°C and humidity < 85%.

- The officers responsible for wastewater testing, as regulated in Article 5 of this Circular, have the following responsibilities:
+ Carry out the correct procedure for operating, using, and storing wastewater testing equipment, and be responsible for the use of such equipment.
+ Ensure that the assigned equipment operates normally, remains stable, and has been calibrated or tested according to regulations. Implement measures to address or minimize any impact according to the manufacturer's instructions or recommendations. Fully comply with quality control procedures and ensure quality.
- The management unit of wastewater testing officers has the following responsibilities:
+ Establish a management file for wastewater testing equipment, including personal information, instructions for use, usage logs, testing certificates or calibration records, handovers, and receipt records.
+ Organize maintenance, testing, and calibration of wastewater testing equipment. Purchase chemicals and materials as required. Timely repair testing equipment to ensure proper functioning.
+ Maintain and store records of the professional competence of testing officers, including scientific resumes, training records, relevant certificates and certifications, and a capacity assessment table for testing officers.
+ Maintain and store complete records of wastewater testing, including sampling records, on-site measurement records, wastewater sample testing records, and any directly related documents and materials concerning the testing incident.

Circular 71/2023/TT-BCA will take effect on February 1, 2024.
