1. Functions of the President's office in Vietnam

Article 1 of Decision 585/QD-CTN in 2018 stipulates the functions of the President's office as follows:

The Office of the State President is an assisting agency of the State President and Vice President; has the function of researching, advising, synthesizing, and organizing the activities of the State President and Vice President, performing the tasks and exercising the powers in accordance with the provisions of the Constitution and the law.

2. Duties and powers of the President's office in Vietnam

Article 2 of Decision 585/QD-CTN in 2018 stipulates the duties and powers as follows:

- Researching, advising, and serving the President and Vice President in performing their duties and powers in accordance with the Constitution and laws.

- Coordinating with the Office of the National Assembly and agencies of the National Assembly to advise and serve the President and Vice President in performing their duties and powers in accordance with the Constitution and laws related to the legislative field.

- Coordinating with the Government Office and Government agencies to advise and serve the President and Vice President in performing their duties and powers in accordance with the Constitution and laws.

- Coordinating with the Supreme People's Court, the Supreme People's Procuracy and relevant agencies to advise and serve the President and Vice President in performing tasks and exercising powers in accordance with the Constitution. , law related to the legal field.

- Coordinating with the Office of the Party Central Committee and Party committees to advise and serve the President and Vice President in performing party work tasks assigned by the Party Central Committee, the Politburo and the Secretariat.

- The organization serving the State President shall implement the Regulation on Cooperation with the Central Committee of the Vietnam Fatherland Front and its member organizations.

- Receiving and handling, according to the provisions of law petitions, complaints, and denunciations sent to the President, Vice President and President's office.

- Developing programs and work plans and organizing the service of programs and work plans of the President and Vice President.

- Advising and assisting the President in promulgating Orders and Decisions, inspecting and supervising the implementation of Orders and Decisions in accordance with law; organizing the announcement; and taking responsibility for the implementation of orders and decisions of the State President.

- Organizing and managing information work, scientific research, schemes, and projects; ensuring communication in service of the leadership and direction of the State President and Vice President; implementing the regime of periodical and irregular reports to the President and Vice President.

- Ensuring material and technical conditions to serve the activities of the President, Vice President and President's office; financial and asset management according to the State's regulations.

- Managing assets, material and technical facilities, organizational structure, payroll, and implementing regimes and policies towards cadres, civil servants, and employees according to the regulations of the Party and State.

- Performing other duties and powers assigned by the President or Vice President or as prescribed by law.

3. Principles and working regime of the President's office in Vietnam

In Article 5 of Decision 585/QD-CTN in 2018, the principles and working regime are as follows:

The President's office works according to the principle of democratic centralism, combining the regime of the head with the regime of experts.

The President of the President's office is the head of the President's office and is responsible to the President for all aspects of the Office's work.

The Vice-Chairmen of the Office shall assist the President of the Office in performing the duties as assigned by the President of the Office and shall be answerable to the President of the President's office for the assigned tasks.
