Regarding this issue, LawNet would like to answer as follows:
- Emulation – Commendation Council is an advisory and advisory body to the Party and State on emulation and commendation work, with tasks and powers as prescribed in Clause 3, Article 90 of the Law on Emulation and Commendation.
- Emulation – Commendation Council components include:
+ The Chairman of the Council is the Prime Minister;
+ The Vice Presidents of the Council include: The Vice President is the First Vice President; The Minister of Home Affairs is the Permanent Vice President; The Chairman of the Central Committee of the Vietnam Fatherland Front, Vice Chairman of the National Assembly, and Chairman of the Vietnam General Confederation of Labor are Vice Chairman of the Council;
+ Council members.

- The Emulation and Commendation Council at the ministerial level is an agency established by the heads of ministries, departments, branches, and central organizations; is responsible for advising and advising the Minister, Heads of ministerial-level agencies, Government agencies, heads of departments, branches, and central organizations on emulation and commendation work.
- Council members include:
+ The Chairman of the Council is a Minister, Head of a ministerial-level agency, Government agency, head of a central department, branch or mass organization;
+ The Council has no more than 04 Vice Chairmen. The head of the agency or unit in charge of emulation and commendation at the ministerial level is the Standing Vice President. The Chairman of the Council decides on the structure and composition of the Council members; and promulgates the regulations on the Council's operations.
The composition of the Emulation and Commendation Council of the Ministry of National Defense and the Ministry of Public Security is decided by the Minister of National Defense and the Minister of Public Security.
- The Council has the following duties and powers:
+ Advise Ministers, Heads of ministerial-level agencies, Government agencies, heads of departments, branches, and central organizations to launch emulation movements according to their authority;
+ Periodically evaluate the results of the emulation movement and reward work; Advise on preliminary and final reviews of emulation and commendation work; recommend and propose policies and measures to promote the patriotic emulation movement in each year and each period; organize emulation according to the provisions of the law on emulation and commendation;
+ Advise the Minister, heads of ministerial-level agencies, Government agencies, heads of departments, branches, and central organizations to inspect emulation movements and implement legal guidelines and policies on emulation and commendation;
+ Advise and advise the Minister, heads of ministerial-level agencies, Government agencies, heads of departments, branches, and central organizations to decide on awarding emulation titles and forms of reward within their authority or submit it to a competent authority for reward.

- The Provincial Emulation and Commendation Council is an agency established by the Chairman of the Provincial People's Committee, responsible for advising and advising party committees and authorities on local emulation and commendation work.
- Council members include:
+ The Chairman of the Council is the Chairman of the Provincial People's Committee;
+ The Council has no more than 04 Vice Chairmen. Director of the Department of Home Affairs as Standing Vice Chairman. The Chairman of the Council decides on the structure and composition of the Council members; and promulgates the regulations on the Council's operations.

+ Advise the Chairman of the Provincial People's Committee to inspect emulation movements and implement guidelines, policies, and laws on emulation and commendation;
+ Advise and advise the Chairman of the Provincial People's Committee to decide on awarding emulation titles and other forms of reward within his or her authority or submit to competent authorities for reward.
