1. Function of the Emulation and Commendation Council of the inspection sector in Vietnam

The Emulation and Commendation Council of the inspection sector in Vietnam (hereinafter referred to as the Council) is established by decision of the Government Inspector General of Vietnam to advise the Government Inspector General on emulation and commendation work concerning collectives and individuals in the inspection sector.

The Emulation and Commendation Council of the inspection sector in Vietnam is authorized to use the seal of the Government Inspectorate of Vietnam.

2. Duties of the Emulation and Commendation Council of the inspection sector in Vietnam

- Advise and propose plans, develop and implement guidelines of the Communist Party, and state law regarding emulation and commendation work; organize, guide, and direct emulation movements within the inspection sector.

- Periodically evaluate the status of emulation movements and commendation efforts; propose and recommend to the Government Inspector General the guidelines and measures to enhance emulation movements of the inspection sector annually and in each phase; direct emulation movements towards successfully achieving the political tasks of the Sector and each agency and unit. Summarize theory and practice of emulation, commendation work; propose amendments and supplements to the standards of emulation titles, forms of commendation, and regulations related to emulation and commendation work to suit the characteristics and nature of the inspection sector's activities and general regulations of the Communist Party and the State.

- Supervise and monitor the implementation of policies and instructions on emulation and commendation work of the inspection sector within emulation clusters, blocks, and units.

- Evaluate and nominate collectives and individuals with outstanding achievements through emulation movements or in fulfilling tasks and duties for the Government Inspector General's decision to confer emulation titles, forms of commendation, or propose commendation from competent authorities as regulated by the Law on Emulation and Commendation.

- Recommend competent authorities to annul decisions and revoke emulation titles, forms of commendation as stipulated by the Law on Emulation and Commendation.

3. Principles of Operation of the Emulation and Commendation Council of the inspection sector in Vietnam

The Council operates on the principles of collectivity, concentration, democracy, deciding by majority; different opinions of Council members are preserved and reported to the Government Inspector General for consideration and decision. Particularly for special cases (such as awarding the title "National Emulation Fighter" or "People's Teacher"), other provisions of the Law on Emulation and Commendation will apply.

The decision-making form includes direct opinions, secret ballot (if a Council member is absent, a written opinion must be submitted), or written opinions as determined by the Chairman of the Council according to legal provisions on emulation, commendation.

In the event of a tie, the Chairman of the Council will make the decision.

4. Work Relations of the Emulation and Commendation Council of the inspection sector in Vietnam

- The Council is under the direct, comprehensive leadership and direction of the Government Inspector General of Vietnam and under the leadership, direction, and instruction of the Central Emulation and Commendation Council and the Central Emulation and Commendation Committee.

- Work relations between the Emulation and Commendation Council of the inspection sector in Vietnam and the Emulation and Commendation Councils of ministries, agencies, provinces, centrally-run cities are collaborative; with inspectorates of ministries, agencies, provinces, and centrally-run cities, it is directive and supervising in terms of emulation and commendation work.

- Heads of emulation clusters, chiefs of inspectors of ministries, agencies, provinces, centrally-run cities, heads of departments, divisions, and units; leaders of mass organizations affiliated with the Government Inspectorate of Vietnam are responsible for promptly and accurately providing information and documents to support the emulation and commendation work regarding individuals and collectives within their management scope or assigned responsibility; and are required to attend Council meetings upon request by the Chairman or Vice Chairman of the Council and are accountable for the information provided.
