Regarding this issue, LawNet would like to answer as follows:

1. Who is the Chief Inspector of the province?

According to Article 1 of Circular 09/2011/TT-TTCP, the Chief Inspector of the Province is the head of the provincial inspection agency, responsible for leading, directing, managing, and administering the activities of the provincial inspectorate; advising and assisting the Provincial People's Committee in performing the state management function on inspection, settlement of complaints and denunciations and anti-corruption in the province in accordance with law.

2. Duties of Chief Inspector under the law in Vietnam

Specifically, in Article 2 of Circular 09/2011/TT-TTCP stipulating the duties of the Chief Inspector of the province in Vietnam as follows:

- The Chief Inspector of the province is accountable to the People's Committee of the province, at the same time, takes responsibility before the Government Inspector General and before the law in performing the state management function in the field of inspection, settlement of complaints and denunciations and prevention and combat of corruption in specific areas:

+ Developing inspection programs and plans, submitting them to the President of the Provincial People's Committee for decision, and organizing the implementation of such programs and plans;

+ Elaborating and submitting to the Provincial People's Committee for promulgation local legal documents in the fields of inspection, settlement of complaints and denunciations, prevention and combat of corruption; proposing amendments and supplements to legal documents, regimes, and policies in the fields of inspection, settlement of complaints and denunciations, and anti-corruption.

+ Guiding, urging, and inspecting the District People's Committee, the Director of the Department and units under the Provincial People's Committee to implement the regulations of the State on inspection, settlement of complaints and denunciations, and anti-corruption;

+ Directing inspection work, providing professional guidance on administrative inspection for district and departmental inspectors;

+ Organizing the work of synthesising information, statistics and reporting on the activities of the inspection branch under the management of the Provincial People's Committee;

+ Organizing and directing the preliminary review, review, and experience of inspection, settlement of complaints and denunciations, and anti-corruption under the management of the Provincial People's Committee; on that basis, to propose, supplement, amend, and complete legal documents promulgated by competent authorities;

Presiding over or participate in scientific projects and scientific applications in state management, including inspection, settlement of complaints and denunciations, and anti-corruption work.

- Leading and directing the inspection of the implementation of policies and laws and the tasks and powers of the People's Committee of the district, departments, agencies, and units directly under the Provincial People's Committee; inspection of state enterprises established under the decision of the Chairman of the Provincial People's Committee and inspection of other cases assigned by the Chairman of the Provincial People's Committee within the scope of management of the province.

- Advising and assist the Chairman of the Provincial People's Committee in organizing, directing, and performing the task of settling complaints and denunciations and preventing and combating corruption in accordance with law.

- Performing the tasks specified in Article 22 of the Law on Inspection and its guiding documents.

- Managing civil servants and inspectors under the Provincial Inspectorate; effectively managing and using assigned assets and finances according to regulations.

- Performing other tasks assigned by the Chairman of the Provincial People's Committee or authorized by the Government Inspector General in accordance with the law.

3. Qualification standards of Provincial Chief Inspector in Vietnam

Qualification standards of the Chief Inspector of the province are specified in Article 6 of Circular 09/2011/TT-TTCP, specifically as follows:

- Reaching professional standards for the rank of Chief Inspector or equivalent or higher.

- Having graduated from university or higher, suitable for inspection work.

- Having graduated from Advanced Political Theory or its equivalent.

- Having graduated in state administrative management with the rank of main specialist or higher.

- Having a common foreign language proficiency at the C level or higher. For provinces with a large number of ethnic minorities, it is encouraged to learn and use ethnic minority languages for work.

- Proficient in the use of computers and office equipment for work.
