1. Which agency does the Inspectorate Strategy and Science Institute belong to?

The Inspectorate Strategy and Science Institute is a public service unit under the Government Inspectorate with the function of researching and building strategies and policies; scientific research, and management of scientific activities of the Government Inspectorate in the fields of inspection, citizen reception, settlement of complaints and denunciations, and prevention and combat of corruption to serve state management functions of the Government Inspectorate.

Thus, the Inspectorate Strategy and Science Institute is a public service unit under the Government Inspectorate.

2. Duties and powers of the Institute of Strategy and Science of Inspection

The Inspectorate Strategy and Science Institute has the following tasks and powers:

- Research and develop strategies and policies

+ Summarize practice, evaluate the impact of policies and laws on inspection, citizen reception, resolving complaints and denunciations, and preventing and combating corruption;

+ Strategic forecasting of trends and developments in the fields of state management of the inspection industry;

+ Develop strategies and policies for the inspection industry according to the assignment of the Government Inspector General;

+ Participate or preside over the development of legal documents for the inspection industry.

- Research and coordinate scientific research in the fields of inspection, citizen reception, settlement of complaints and denunciations, prevention and combat of corruption, and other related fields.

- Manage scientific research activities

+ Develop a long-term and annual scientific research plan and submit it to the Government Inspector General, Ministry of Science and Technology;

+ Advise the Government Inspector General in organizing and selecting the implementation of scientific topics and allocating annual scientific research funds;

+ Organize, guide, and inspect the implementation of scientific topics according to the Government Inspectorate's Regulations on scientific topic management;

+ Guide and coordinate with inspectors of ministries, branches, and localities in scientific research on inspection, citizen reception, resolving complaints and denunciations, preventing and combating corruption, and other related fields;

+ Advise the Government Inspector General on the organization of the Government Inspectorate Scientific Council; carry out the standing duties of the Scientific Council;

+ Organize preliminary and final reviews of scientific research work.

- Help the Government Inspector General organize the application of scientific research results throughout the inspection industry; Annually report to the Government Inspector General on application content and results;

- Build and manage databases, information, and scientific inspection documents; preside over the organization and management of the Government Inspectorate's library; Compile and publish according to legal provisions on the work areas of the Inspectorate;

- Provide scientific services, consulting services, and fostering legal knowledge on inspection operations, citizen reception, resolving complaints and denunciations, preventing and combating corruption, and other related fields for agencies, organizations, and units;

- Participate in training, fostering, and developing programs and curriculum for training and fostering inspection officers;

- Link and cooperate in scientific research on inspection, citizen reception, settlement of complaints and denunciations, prevention, and combat of corruption for domestic and foreign organizations and individuals;

- Manage finances and assets according to the provisions of the law and the decentralization of the Government Inspector General;

- Recruit, employ, and manage officials and workers according to the provisions of the law and the authorization of the Government Inspector General;

- Perform other tasks assigned by the Government Inspector General and according to the provisions of the law.

3. Organizational structure of the Inspectorate Strategy and Science Institute in Vietnam

The Inspectorate Strategy and Science Institute has the following organizational structure:

- The Institute's leadership includes the Director and Deputy Directors.

- Functional rooms of the Institute include:

+ Administration - Organization Department;

+ Research and Development Cooperation Department;

+ Department of Scientific Management and Information - Library.

The specific tasks and powers of the departments are prescribed by the Director based on assigned functions and tasks.
