1. Who is the chief fishery inspector?

According to Clause 1, Article 20 of Circular 08/2022/TT-BNNPTNT, the chief fishery inspector are civil servants with high professional qualifications in the fisheries control agencies, helping the leaders of the fisheries monitoring agencies implement plans for patrolling, inspecting, controlling, and detecting; preventing violations of the law on fisheries in Vietnam's seas; and performing the task of managing and using fishing vessels to ensure safety and efficiency.

2. Criteria of the Chief Fisheries Inspector in Vietnam

2.1. General criteria of the Chief Fisheries Inspector in Vietnam

The main fishery control crew must ensure the general standards of political, ethical, and lifestyle qualities specified in Article 4 of Circular 08/2022/TT-BNNPTNT, specifically as follows:

- Having a strong political opinion and courage consistent with Marxism-Leninism and Ho Chi Minh's thought; firmly grasping the party's guidelines, lines, and regulations as well as the state's policies and laws; being loyal to the fatherland and abiding by the Constitution of the Socialist Republic of Vietnam; and protecting the nation's, people's, and people's interests.

- Fulfilling the obligations of civil servants in accordance with the law; means obeying the law, maintaining discipline and administrative discipline, abiding by the assignment of tasks by superiors, and modeling the implementation of internal rules and regulations of the agency.

- Dedication, responsibility, integrity, honesty, objectivity, fairness, and exemplary conduct in performing official duties; politeness, culture, and standards in communicating with and serving the people.

- Having a healthy, modest, and united lifestyle and activities; needing thrift, integrity, righteousness, justice, and impartiality; not taking advantage of public affairs to seek personal benefits; avoiding bureaucracy, corruption, wastefulness, and negativity.

- Regularly having a sense of learning and training to improve political quality, ethics, lifestyle, public service ethics, qualifications, and capacity.

2.2. Specific criteria of the Chief Fisheries Inspector in Vietnam

* Standards of professional conduct and competence

- Thorough understanding of the party's policies and guidelines, state laws, and the industry's development orientations, strategies, and policies in the field of management and related expertise and operations.

- Mastering expertise and expertise in patrolling, inspecting, controlling, detecting, preventing and handling violations of the law on fisheries.

- Mastering knowledge of security and defense at sea related to the operation of ships and crew.

- Mastering the operation of ships and professions in the sea area on inspection tasks.

- Mastering all operational characteristics of fishing vessels and effectively using modern equipment equipped for ships.

- Seafaring experience; know how to analyze and evaluate the weather and hydrometeorological situation for work.

- Assuming the prime responsibility for or participating in technical improvement projects, initiatives, or projects related to the field of fisheries surveillance that are effectively applied in practice.

- Having experience in the fields of administration, public affairs related to fishing boats or fishing activities, or leadership and management activities.

- Having basic information technology skills and using foreign languages or ethnic minority languages for civil servants working in ethnic minority areas as required by the job position.

* Standards of training and retraining qualifications

- Possessing a university degree or higher in a major or training discipline relevant to the job position requirements.

- Possessing a certificate of state management knowledge and skills training for civil servants of the main specialist rank or equivalent.
