According to Clause 1, Article 3 of Decree 07/2014/ND-CP, the National Counterterrorism Steering Committee is an agency that advises and assists the Government and the Prime Minister in organizing and directing the prevention and combat of terrorism nationwide.

2. Composition of the National Counterterrorism Steering Committee in Vietnam

The composition of the National Counterterrorism Steering Committee according to Clause 2, Article 3 of Decree 07/2014/ND-CP includes:

- Prime Minister, Head of the Committee;

- Minister of Public Security, Deputy Head of the Committee;

- Minister, Chairman of Government Office, Member;

- Minister of Foreign Affairs, Member;

- Minister of Transport, Member;

- Minister of Information and Communications, Member;

- Minister of Health, Member;

- Minister of Finance, Member;

- Governor of the State Bank of Vietnam, Member;

- Deputy Minister of Public Security in charge of security, permanent member;

- Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense, Member.

3. Regulations on the Counterterrorism Steering Committee of the provinces and centrally-run cities in Vietnam

Regulations on the Counterterrorism Steering Committee of the provinces and centrally-run cities in Vietnam according to Article 5 of Decree 07/2014/ND-CP are as follows:

- Counterterrorism Steering Committee of provinces and centrally run cities is an agency that advises and assists the People's Committees and Presidents of the People's Committees of the provinces and centrally-run cities in organizing and directing the anti-terrorism work of the provinces and centrally-run cities.

Police of provinces and centrally run cities is the standing body of the Counterterrorism Steering Committee of the provinces and centrally-run cities; and has a consulting and assisting unit called the Standing Office of the Counterterrorism Steering Committee in the provinces and centrally-run cities.

- The composition of the Counterterrorism Steering Committee in the provinces and centrally-run cities includes:

+ Presidents of People's Committees of provinces and centrally run cities, heads of committees;

+ Directors of Public Security of provinces and centrally run cities, Deputy Heads of Departments;

+ Director of Department of Foreign Affairs (if any), Member;

+ Director of Department of Transport, Member;

+ Director of Department of Information and Communications, Member;

+ Director of Department of Health, Member;

+ Director of Department of Finance, Member;

+ Deputy Director of Public Security of provinces and centrally-run cities in charge of security work, permanent member;

+ Commander of the Hanoi Capital Command (for the Hanoi Counterterrorism Steering Committee); Commander of the Ho Chi Minh City Command (for the Ho Chi Minh City Counterterrorism Steering Committee); Commanders of Military Commands of provinces and centrally run cities (for the Steering Committees for Prevention and Control of Terrorism in other provinces and cities), Members.

- In case of necessity, the People's Committee of the province or city directly under the Central Government shall decide to add members who are the Director of the Department and the heads of other branches to the Counterterrorism Steering Committee of the province or city directly under the Central Government on the basis of the proposal of the Head of the Steering Committee.
