General requirements in electricity trading with foreign countries in Vietnam from February 1, 2025

Below are the general requirements for electricity trading with foreign countries in Vietnam:

- The purchase and sale of electricity with foreign countries for each electricity import-export project must be approved in principle before execution.

- The plan for purchasing and selling electricity with foreign countries for the electricity import-export project must comply with the approved Electricity Trading Strategy with foreign countries within the Vietnam Electricity Industry Development Strategy, power development planning, and the implementation plan of the approved planning.

- In cases where the electricity trading plan with foreign countries of the electricity import-export project complies with the Electricity Trading Strategy with foreign countries, power development planning, but the plan for connecting to the power grid either does not arise on Vietnamese territory or arises on Vietnamese territory but has not been updated in the implementation plan of the planning, the Minister of Industry and Trade shall approve the import-export electricity policy for the project and update and supplement the project's power grid connection plan into the implementation plan of the planning.

- In cases where the electricity trading plan with foreign countries of the electricity import-export project does not comply with the Electricity Trading Strategy with foreign countries, power development planning, or the implementation plan, the electricity import-export project must go through procedures to supplement and adjust the Electricity Trading Strategy with foreign countries, power development planning, or the implementation plan before the import-export electricity policy for the project can be approved.

- In cases where the purchase and sale of electricity with foreign countries involve the use of the power grid managed by another entity to execute the activity, the organization or individual must agree in writing with this grid management entity.

- The Electricity Group of Vietnam is the unit that executes the purchase and sale of electricity with foreign countries through the national power system.

- Other organizations or individuals in Vietnam that wish to purchase or sell electricity with foreign countries do so independently of the national power system.
