1. Guidelines on determining areas in the development of land price tables for 2025 in Vietnam

The determination of areas in the construction of land price tables in Vietnam is regulated in Article 18 of Decree 71/2024/ND-CP as follows:

- The types of land that require area determination in the land price tables include: agricultural land, homestead land in rural areas; commercial land in rural areas; non-agricultural business production land that is not commercial land in rural areas; land for construction of agency headquarters, land for construction of public service projects, land used for public purposes, and other non-agricultural land in rural areas.

- Areas in the construction of land price tables are determined according to each administrative unit at the commune level and based on productivity, crops, livestock, distance to production and product consumption sites, and transportation conditions for production and product consumption (for agricultural land); based on the conditions of technical and social infrastructure, production and business advantages; distance to political, economic, and commercial centers in the area (for homestead land in rural areas; commercial land in rural areas; non-agricultural business production land that is not commercial land in rural areas; land for construction of agency headquarters, land for construction of public service projects, land used for public purposes, and other non-agricultural land in rural areas) and implemented according to the following regulations:

+ Area 1 is the area with the highest profitability and the most favorable infrastructure conditions;

+ Subsequent areas are those with lower profitability and less favorable infrastructure conditions compared to the preceding adjacent area.

2. Guidelines on determining positions in the development of land price tables for 2025 in Vietnam​

According to Article 20 of Decree 71/2024/ND-CP on determining land positions in the construction of land price tables in Vietnam:

* For agricultural land

Land positions in the construction of land price tables are determined according to each area and implemented as follows:

- Position 1 is where parcels have the most favorable factors and conditions;

- Subsequent positions are where parcels have factors and conditions less favorable than those at the preceding adjacent position.

* For non-agricultural land

Land positions are determined in relation to each road, street section, or area (for homestead land in urban areas, commercial land in urban areas, and non-agricultural business production land that is not commercial land in urban areas), roads, street sections, or areas (for types of non-agricultural land regulated in Clause 1, Article 18 of Decree 71/2024/ND-CP) and based on the conditions of technical and social infrastructure, production, and business advantages; distance to political, economic, and commercial centers in the area and implemented as follows:

- Position 1 is where parcels have the most favorable factors and conditions;

- Subsequent positions are where parcels have factors and conditions less favorable than those at the preceding adjacent position.

Based on the above regulations and the actual local situation, the Provincial People's Council shall stipulate specific criteria to determine positions for each type of land and the number of land positions in the land price tables. For land parcels or land zones with favorable or less favorable factors in land use, the Provincial People's Council may stipulate to increase or decrease the price levels as follows:

- For commercial land, non-agricultural business production land that is not commercial land with high profitability and advantages in using the land as production, business, commercial, and service spaces; agricultural land within residential communities, in ward administrative boundaries, based on the local realities, the Provincial People's Council can stipulate higher land price levels;

- For residential parcels with factors more or less favorable impacting the land price compared to residential parcels with the same land position in the price table, the Provincial People's Council, considering local actual situation, will stipulate to increase or decrease the price level.
