Resolution 27-NQ/TW was promulgated with regulations to abolish the statutory pay rate and the current salary coefficient, thereby changing the method of calculating and determining the salary of official public employees in the near future.
Based on Point b, Section 3.1 of Resolution 27-NQ/TW regarding the general principle, the salary of official public employees will be calculated based on job positions and the post-reform salary will not be lower than the current salary. Depending on the position, role, and subjects, the salary calculation principles vary, specifically:
1. For officials and public employees holding leadership positions
- The position salary must reflect the hierarchy within the political system; holding a leadership position entitles one to the salary for that position, if a person holds multiple positions, they receive the highest position salary; holding equivalent leadership positions results in the same position salary; the position salary of a higher-level leader must be higher than that of a subordinate leader.
- A single salary scale is specified for each equivalent position; there is no differentiation between ministries and central authorities, committees, boards and equivalent bodies at the central level when structuring position salaries at the central level; there are no different position salaries for the same leadership roles based on administrative unit classification at the local level, this is implemented through allowance policies.

2. For officials and public employees not holding leadership positions
- Jobs of the same complexity level have the same salary; better-than-normal working conditions and job-related incentives are implemented through professional allowance policies.
- The classification of ranks and number of steps within official ranks and professional titles for public employees is reorganized, encouraging officials and public employees to improve their professional qualifications and skills.
- Appointment to official ranks or professional titles for public employees must be tied to job positions and the rank structure of officials and professional titles of public employees managed by the authorities, organizations, and units.
3. For the armed forces
Three salary scales for the armed forces are constructed, including:
- 1 salary scale for military officers, professional officers, and non-commissioned officers of the police (based on position, title, and rank or police rank);
- 1 salary scale for professional military personnel and technical specialists in the police;
- 1 salary scale for defense workers and police workers (where the salary correlation of the armed forces with administrative officials is maintained as at present).
According to Lawyer Bui Tuong Vu, Chairman of the Council of Advisors SECRETARY LAW, "As stated in the issued documents up until now, specifically in Resolution 27-NQ/TW, it was clearly stated that statutory pay rate policies will no longer be applied from 2021. Instead, officials and public employees, as well as armed forces, will be subject to new salary policies calculated based on specific amounts for each job position, and this policy will be detailed in upcoming regulations. This is hoped to be a breakthrough reform, improving living standards and providing motivation for those working in the state sector."
