Directive 22: Prime Minister Requests to Promote Cashless Payments in Vietnam

This is the notable content stipulated in Directive 22/CT-TTg of 2020 on promoting the implementation of solutions for the development of cashless payments in Vietnam, issued by the Prime Minister of Vietnam.

The current cash-to-total payment means ratio remains high compared to the target set at Decision 2545/QD-TTg (as of December 31, 2019, it is 11.33%).

Additionally, the use of cash is still quite common in civil transactions among the populace, especially in rural, remote, and isolated areas; electronic payments in e-commerce are still low and not commensurate with their developmental potential.

Therefore, the Prime Minister of Vietnam requests that the relevant ministries and central authorities, as well as localities, actively and urgently carry out the main tasks, examples as follows:

State Bank Urgently complete the review, amendment, supplementation, and improvement of the legal framework for non-cash payment activities and electronic payments, to meet the requirements for the development of new payment models and services.
Ministry of Industry and Trade Issue mechanisms and policies to encourage retail establishments of goods and services to accept and use electronic payment means; encourage electronic payments in e-commerce to be completed before July 1, 2020.
Ministry of Finance Provide specific guidance on the financial mechanisms of administrative organizations and public service providers in paying for non-cash payment service fees to credit institutions and intermediary payment organizations, ensuring feasible application and uniform implementation.
Ministry of Health Direct and guide hospitals to cooperate with credit institutions and intermediary payment organizations to collect medical service fees using non-cash payment methods to be completed before July 1, 2020.
Ministry of Education and Training Direct and guide schools to cooperate with credit institutions and intermediary payment organizations to collect education service fees using non-cash payment methods, build, standardize the database, upgrade the technical infrastructure for connection, and share information with credit institutions and intermediary payment organizations to collect education service fees using electronic payment means.
Ministry of Labor, Invalids, and Social Affairs, Vietnam Social Security Develop and promulgate guidelines, standards, and roadmaps according to their authority to standardize information and data about pensioners, social insurance beneficiaries, and social protection policies to connect and share information with credit institutions and intermediary payment organizations to implement the payment of social protection policies, pensions, and social insurance allowances through banks.
Ministry of Public Security Review, amend, and supplement regulations on ensuring security, safety, detection, prevention, interception, and handling of legal violations in the field of electronic payments and intermediary payments urgently before July 1, 2020.
Ministry of Information and Communications Direct information and press agencies to strengthen propaganda and dissemination to the public about the convenience and benefits of non-cash payments and electronic payments.
Ministry of Transport Research and issue policies to encourage the development of multi-purpose, multi-functional, contactless, and virtual cards to collect tolls and purchase tickets for trains, buses, etc., before July 1, 2020.
