Vietnam’s regulation on distance training at higher education level 

The regulation on distance education at the higher education level is promulgated together with Circular No. 28/2023/TT-BGDDT.

- The regulation on distance education at the higher education level includes general regulations; teaching planning and organization; assessment of learning results and diploma issuance; and implementation.

- The regulation on distance education at the higher education level applies to higher education institutions, schools of state authorities, political organizations, socio-political organizations, People’s Armed Forces permitted to provide higher education training (hereinafter referred to as “training facilities”); and organizations and individuals involved in distance education at the higher education level. 

- The regulation on distance education at the higher education level is the ground for training facilities to develop and issue detailed regulations on the organization and management of distance education at the higher education level, applicable at such facilities (hereinafter referred to as "regulations of training facilities").

- The regulation on distance education at the higher education level does not apply to the organization of programs on distance education at the higher education level with diplomas issued by foreign education facilities (including joint training programs with foreign countries under foreign regulations on cooperation and investment concerning education). 

Circular No. 28/2023/TT-BGDDT comes into force as of February 12, 2024 and applies to recruitment courses implementing distance education at the higher education level after the effective date of Circular No. 28/2023/TT-BGDDT.

Circular No. 28/2023/TT-BGDDT replaces Circular No. 10/2017/TT-BGDDT dated April 28, 2017 of the Minister of Education and Training of Vietnam promulgating regulation on distance training at higher education level. 

Chief of Ministry Office, Directors of Higher Education Departments, Directors of relevant units of the Ministry of Education and Training of Vietnam; Directors of universities and institutes; principals or directors of schools of state authorities, political organizations, socio-political organizations, People’s Armed Forces; relevant organizations and individuals shall implement Circular No. 28/2023/TT-BGDDT.
