Vietnam’s methods of supporting guest workers

On April 18, 2024, the Minister of Labor – War Invalids and Social Affairs of Vietnam promulgated Circular No. 03/2024/TT-BLDTBXH on guidelines on the livelihood diversification, poverty reduction model development, and support for guest workers of the National Objective Program on Sustainable Poverty Reduction during 2021-2025.

Vietnam’s methods of supporting guest workers 

According to the Circular, methods of supporting guest workers are as follows: 

- Regarding support for the provision of training and advanced training in vocational skills and foreign languages for workers who are eligible beneficiaries, the support shall be provided through bidding, order placement, and task assignment. 

- Regarding cases where workers who are eligible beneficiaries have completed training and advanced training courses on vocational skills, foreign languages, and oriented education and are waiting for exit, Authorities of Labor – War Invalids and Social Affairs shall provide direct support for workers based on receipts or invoices of fees for training and advanced training in vocational skills and foreign languages, health checkups, passports, visas, legal backgrounds, and relevant documents proving that such workers are eligible beneficiaries. 

Enterprises and units in areas where the above operations are implemented shall provide invoices or receipts for workers as per regulation and support workers in the payment of the above fees.

- Regarding the provision of introduction and counseling for workers and relatives of workers residing in poor communes, extremely disadvantaged communes in river islets, coastal areas, and islands concerning guest worker services, Authorities of Labor – War Invalids and Social Affairs shall comply with Circular No. 55/2023/TT-BTC.

- Regarding support for the provision of training in foreign language proficiency improvement for guest workers according to agreements concluded between the Government of Vietnam and the Governments of host countries, the Ministry of Labor – War Invalids and Social Affairs of Vietnam shall provide support through bidding, order placement, and task assignment.

Circular No. 09/2022/TT-BLDTBXH and Circular No. 02/2023/TT-BLDTBXH shall be annulled from the effective date of Circular No. 03/2024/TT-BLDTBXH
