This content is mentioned in Circular 24/2020/TT-BGDDT regulating the use of teachers and educational management staff in preschool, primary, and lower secondary education institutions who have not met the standard training qualifications.

In this Circular, the regulation on the use of teachers who have not met the required training qualifications is as follows:

- Within the 2 consecutive years immediately preceding October 10, 2020, if a teacher has been evaluated and classified as meeting professional standards or higher, or classified and evaluated as a public employee (public employee quality classification) at the level of completing tasks or higher, and is in good health, they may continue to be assigned teaching duties until retirement according to regulations.- Within the 2 consecutive years immediately preceding October 10, 2020, if a teacher has been evaluated and classified as not meeting professional standards and has one year classified and evaluated as a public employee (public employee quality classification) at the level of not completing tasks, they shall not be assigned teaching duties and shall be arranged to participate in professional skill training to be reassigned to another suitable position within the educational institution until retirement according to regulations.- Teachers who are not in good health, wish to retire, and meet the conditions prescribed by the Law on Social Insurance shall be entitled to retire under the regulations.

Teachers who have not met the required training qualifications according to the above regulations, depending on the specific case, may be subjected to the regulations on resignation and staff streamlining according to current regulations.
