Regulations on reception and handling of suggestions and reflections information in the electronic environment of the Ministry of Information and Communications of Vietnam

On December 13, 2024, the Minister of Information and Communications of Vietnam issued Circular 14/2024/TT-BTTTT stipulating the reception of citizens and the handling and resolution of complaints, denunciations, petitions, and reflections.

Regulations on reception and handling of suggestions and reflections information in the electronic environment of the Ministry of Information and Communications of Vietnam

The agencies and units including the Ministry of Information and Communications; Departments under the Ministry and relevant public service providers affiliated with the Ministry that are involved in resolving policies, policies, rights of citizens, and organizations have the responsibility to:

- Establish and publicly announce hotline phone numbers, email addresses, electronic portals or websites, and other forms (if any) to receive suggestions and feedback;

- Assign personnel to be on duty for the hotline phone and monitor the email box, electronic portal, or website of the agency or unit to receive and process information.

The person assigned to receive suggestions and feedback is responsible for fully and accurately reporting in writing the received information to the head of the agency or unit for consideration and direction to resolve in accordance with the law.

For suggestions and feedback received that are not within the responsibility of the agency, within 2 working days from the date of receiving the information, the receiving agency must transfer the suggestions and feedback in writing to the agency responsible for resolving them as prescribed.

For suggestions and feedback with content related to the responsibilities of multiple agencies or units within the Ministry, the agencies and units shall discuss and agree on one agency or unit to take the lead, while the remaining agencies or units are responsible for coordinating to resolve as prescribed. If no agreement is reached, the agencies and units shall report to the Ministry's Leadership for consideration and decision.
