Dossier and method of registration for results of implementing scientific and technological tasks using State Budget in Vietnam from February 3, 2025

The dossier and method of registration for the results of scientific and technological tasks using the state budget in Vietnam are as follows:

- Dossier for registration of results regarding scientific and technological tasks containing state secrets in the field of national defense includes:

+ 01 Registration form for the results of scientific and technological tasks according to Form 5 in the Annex issued with Circular 115/2024/TT-BQP;

+ 01 Comprehensive report on the results of scientific and technological tasks (with confirmation from the task-leading unit about the completion after management-level acceptance);

+ An electronic version signed with a digital signature or digitized from the paper version, ensuring the completeness, integrity, and accuracy of the contents as per the paper version, containing the following data: Comprehensive report on scientific and technological task results; summary report on scientific and technological task results and other documents of the task according to the description and signed contract.

- Dossier for registration of results regarding scientific and technological tasks not containing state secrets in the field of national defense shall comply with the regulations in Circular 14/2014/TT-BKHCN and Circular 11/2023/TT-BKHCN.

- Method of registration for scientific and technological task results:

+ For scientific and technological tasks containing state secrets in the field of national defense: Units and individuals leading the scientific and technological tasks perform registration by direct method or send via military mail (perform online registration on the Registration Software System of the Department of Military Science when permitted by the Ministry of National Defense).

+ For scientific and technological tasks not containing state secrets in the field of national defense: Units and individuals leading the scientific and technological tasks perform online registration on the Registration Software System of the Department of Military Science. The online registration dossier must be in Portable Document Format (.pdf), using the Vietnamese Unicode font (Times New Roman) according to the Vietnamese standard (TCVN 6909: 2001), and be digitally signed or digitized from the paper version, ensuring the completeness, integrity, and accuracy of the contents as per the paper version.

More details can be found in Circular 115/2024/TT-BQP, effective from February 3, 2025, replacing Circular 169/2017/TT-BQP regulating the collection, registration, storage, and publication of information about scientific and technological tasks in the Ministry of National Defense.
