Content of economic-technical norms for professional training services for fitness and sports collaborators using State Budget in Vietnam

The content of economic-technical norms for training services for sports collaborators using the state budget in Vietnam is as follows:

- The content of economic-technical norms includes:

+ Labor cost: This is the necessary direct and indirect labor time for various average labor levels to complete the performance of a service. The direct labor cost is the time for performing the stages of the public career service and is calculated in terms of workdays. Each workday corresponds to a working day of 08 hours as per the regulations in Article 105 of the Labor Code 2019; the indirect labor cost is calculated at a rate of 15% of the total corresponding direct labor cost;

+ Machinery and equipment usage cost: This is the time using each type of machinery and equipment to complete providing a public career service. The machinery and equipment cost in the norms is calculated per machine shift, each shift corresponding to a workday of 08 hours as per the regulations in Article 105 of the Labor Code 2019;

+ Material usage cost: This is the quantity of specific and necessary materials used directly to provide the public career service.

- The structure of economic-technical norms includes the following contents:

+ Name of the norm.

+ Description of task components: This is the content of the main stages to provide a public career service.

+ Economic-technical norms table includes:

++  Labor  cost:  title  and  labor  grade,  unit  of  measurement  for  cost,  cost  norm  value;

++  Machinery  and  equipment  usage  cost:  name  of  machine  or  equipment,  unit  of  measurement  for  cost,  cost  norm  value;

++  Material  usage  cost:  name  and  specifications  of  material,  unit  of  measurement  for  cost,  cost  norm  value;

++  Cost  norm  value:  This  is  the  numerical  value  of  labor  cost,  machinery  and  equipment  usage,  and  material  usage;

++  Notes:  This  is  the  content  guiding  the  calculation  of  the  norm  under  different  technical  conditions  (if  any)  or  to  perform  a  different  volume  of  work  unit  from  the  unit  specified  in  the  norm  table.

- Economic-technical norms for public career services are stipulated in the Appendix attached to Circular 15/2024/TT-BVHTTDL.
