Recently, the Government of Vietnam passed Resolution 83/NQ-CP to implement Resolution 437/NQ-UBTVQH14 on tasks and solutions for completing and enhancing legal policies on investment and exploitation of transportation infrastructure under the BOT model.
Highlighted are some key tasks such as:
- Eliminating confidential provisions in the BOT contract templates applied to the transportation sector;- Amending and issuing norms, unit prices, and publishing appropriate market price indices for BOT stations, especially removing unreasonable costs;- Adding sanctions for investors who delay project finalization, delay disclosure, updating vehicle volume, revenue, and payback period information;- Developing investment and operation costs for road, railway, waterway, and aviation projects in the form of BOT;- Promptly issuing a Decree to replace Decree 30/2015/ND-CP providing detailed guidelines for the implementation of the Law on Bidding regarding investor selection;- Submitting to the National Assembly the enactment of a Law on investment in the form of public-private partnership.
