On March 11, 2016, the Prime Minister issued Directive 08/CT-TTg on strengthening solutions to reduce hospital overload and expanding the satellite hospital network.
The Ministry of Health, ministries, ministerial-level agencies, and People's Committees shall implement measures to reduce hospital overcrowding as follows:
- Encourage mobilization of investment capital to build new non-public hospitals, and cooperate with state hospitals.
- Higher-level medical facilities shall periodically send experts and doctors to provide medical examinations and treatment at lower-level facilities, especially in difficult regions. Implement term-based rotations for practitioners in medical examination and treatment facilities.
- Apply information technology and develop remote medical support systems.
- Improve the grassroots healthcare system; the family doctor model must be suitable for the characteristics and specifics of each region.
Directive 08/CT-TTg is effective from March 11, 2016.
