This Decree provides regulations on electronic signatures and trust services, excluding digital signatures specifically used for public duties and the certification services of such digital signatures.

Content of the electronic signature certificate

The content of an electronic signature certificate includes:

- Information on the agency or organization creating the electronic signature certificate.

- Information on the agency, organization, or individual issued with the electronic signature certificate, including the name of the agency, organization, or individual; the identification code/number of the agency, organization, or individual or the digital identity of the agency, organization, or individual issued with the electronic signature certificate and other necessary information (if any).

- The serial number of the electronic signature certificate.

- The validity period of the electronic signature certificate.

- Data for verifying the electronic signature of the agency, organization, or individual issued with the electronic signature certificate.

- The electronic signature of the agency or organization creating the electronic signature certificate.

- The purpose and scope of use of the electronic signature certificate.

- The legal responsibilities of the agency or organization issuing the electronic signature certificate.

Decree 23/2025/ND-CP takes effect from April 10, 2025.
