Solutions for managing the implementation of the Master Plan on the sustainable exploitation and use of coastal resources in Vietnam

On October 7, 2024, the Prime Minister of Vietnam issued Decision 1117/QD-TTg approving the Master Plan on the sustainable exploitation and use of coastal resources in Vietnam for the period of 2021-2023, with a vision towards 2050.

Solutions for managing the implementation of the Master Plan on the sustainable exploitation and use of coastal resources in Vietnam

The management solutions for implementing the Master Plan on the sustainable exploitation and use of coastal resources in Vietnam are prescribed as follows:

- Complete the legal system regarding management, exploitation, and sustainable use of resources, environmental protection of coastal areas, maritime zoning, nature conservation, biodiversity, and response to climate change and sea-level rise to ensure a comprehensive legal framework for the implementation of the plan; review and amend the Law on Marine and Island Resources and Environment, laws and related legislation.

- Complete mechanisms and policies in the direction of administrative reform, enhance decentralization, and delegation of authority in the management, exploitation, and use of seas and islands, ensuring the principles of transparency and public disclosure of planning information; develop and promulgate specific mechanisms and policies suitable for each coastal area as per the plan; concretize incentive policies to attract domestic and foreign investors to rapidly develop encouraged development zones; study and apply higher incentive policies than currently applied in particularly challenging areas in regions combining economic development with national defense and security assurance in Vietnam.

- Zoning of exploitation and use of coastal resources in regional and provincial planning; actively develop and implement integrated coastal resource management programs at local and inter-provincial levels; complete the establishment and marking of coastal protection corridors in provinces and centrally affiliated cities by the sea as per the provisions of the Law on Marine and Island Resources and Environment.

- Continue to consolidate the state management agency, ensuring sufficient authority and capacity to coordinate with central and local agencies; develop mechanisms for inter-sectoral, inter-regional, inter-local coordination, criteria, and regulations for handling overlapping, conflicting areas, prioritized in the order of exploitation and use of coastal resources not identified in the plan, specific management regulations for each type of maritime area according to the plan.

- Build a database system for seas and islands; mechanisms for cooperation and information sharing on the management, exploitation, and use of the seas by economic sectors and coastal localities.

- Strengthen the development and application of economic tools and policies in marine environmental management; establish coordination mechanisms between ministries, departments, and sectors in the development and operation of marine protected areas and regulations supporting the livelihood transition for people in marine protected areas in Vietnam.

- Encourage the development of ecological, green, and circular models in socio-economic development such as ecological cities, green cities, smart cities, green industrial zones, circular economies to reduce waste entering the marine environment.

More details can be found in Decision 1117/QD-TTg which comes into force in Vietnam from the date of its signing and issuance.
