On December 31, 2024, the Prime Minister of Vietnam issued Decision 1717/QD-TTg approving the Program to Enhance Education on Knowledge and Skills for Drowning Prevention for Students in the Period of 2025-2035 (hereinafter referred to as the Program).
The objective is to enhance education on knowledge and skills for drowning prevention among students to improve their capacity for self-prevention and self-protection against the risk of drowning; to ensure conditions and effectively organize safe swimming lessons for students to increase the rate of students who can swim and know drowning prevention skills, contributing to reducing the rate of student drownings.
The program highlights the goal of boosting investment in the construction and installation of swimming pools in schools and communities as follows:
- By 2030, at least 20% of primary schools, 15% of lower secondary schools, and upper secondary schools will have a swimming pool (permanent or mobile) and maintain effective operation. 50% of communes, wards, commune-level towns will have at least one swimming pool to support safe swimming lessons for children and students in the area.
- By 2035, at least 30% of primary schools, 25% of lower secondary schools, and upper secondary schools will have a swimming pool (permanent or mobile) and maintain effective operation. 70% of communes/wards/commune-level towns will have at least one swimming pool to facilitate safe swimming lessons for children and students in the area.
Additionally, enhancing training and capacity building for teachers on drowning prevention and safe swimming instruction includes:
- By 2030, 70% of management staff and teachers will receive training to improve their capacity for student drowning prevention, reaching a rate of 95% by 2035.
- By 2030, 85% of school health workers will receive training to improve their capacity for drowning prevention and first aid, reaching a rate of 100% by 2035.
- By 2030, each school will have at least 02 teachers trained, certified, and fully capable of organizing safe swimming lessons for students, increasing to at least 03 teachers by 2035.
