On May 29, 2018, the Ministry of Industry and Trade issued Circular 11/2018/TT-BCT amending and supplementing Circular 21/2016/TT-BCT stipulating the implementation of the Rules of Origin for Goods under the Free Trade Agreement between Vietnam and the Eurasian Economic Union (EAEU).

This Circular stipulates the procedures for the issuance and inspection of the Certificate of Origin form EAV for goods exported to Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Russia in accordance with the following regulations:

- Appendix I promulgated together with Circular 21/2016/TT-BCT;- Decree 31/2018/ND-CP detailed guidance on the Law on Foreign Trade Management in terms of origin of goods;- Circular 05/2018/TT-BCT stipulating the rules on the origin of goods.

Additionally, replace Appendix II - Specific Rules of Products and the list of HS codes of goods issued together with Circular 21/2016/TT-BCT with the appendix issued together with Circular 11/2018/TT-BCT.
