Requirements for provincial-level scientific and technological tasks using state budget in Vietnam

(1) General requirements:

- Must be urgent and important for the socio-economic development, national defense, and security within the province, and enhance the scientific and technological potential of the province;

- Must not duplicate existing state budget-funded science and technology tasks already being implemented in the province. For tasks that continue from an existing research direction or application model that needs expanding, clearly state the results achieved in the previous phase and the remaining issues that need further resolution.

(2) Specific requirements for provincial-level scientific projects:

The results of the project must provide scientific and practical evidence for proposing mechanisms, policies, laws, and procedures to serve the implementation of the guidelines and policies of the Communist Party and the State's laws on socio-economic development, ensuring national defense and security at the provincial level.

(3) Specific requirements for provincial-level science and technology topics:

- Topics in the field of applied research and technology development: The anticipated product should have the potential to improve productivity, quality, and efficiency; or be completed in prototype form (materials, equipment, machinery, technological lines, plant varieties, animal breeds); or have a feasible plan to move to the experimental production stage.

- Topics in the field of social sciences and humanities research: Must be novel, with research results ensuring to produce scientific justification and prompt solutions for addressing practical issues in the formulation and implementation of orientations, tasks, and socio-economic development goals, ensuring national defense and security, and building the political system of the province.

- Topics in other fields: The science and technology products must ensure novelty, advancement, and have significant importance for the economic-social development, national defense, security, and social welfare of the province.

(4) Specific requirements for provincial-level experimental production projects:

Utilize technology or results from science and technology tasks that have been assessed and approved by competent authorities, recommended for implementation, or results from patent exploitation and useful solutions. The lead organization must be able to mobilize funding from outside the state budget for implementation (if available).

(5) Requirements for provincial-level science and technology projects:

Address issues related to the application, transfer of scientific and technological advancements, technology innovation that impacts the improvement of technological levels, and contributes to the socio-economic development of the province.

(6) Other requirements as specified by the provincial People's Committee (if any).

Circular 09/2024/TT-BKHCN becomes effective from February 10, 2025.
